동남권과 수도권의 실망실업 비교 : 청년과 여성을 중심으로

국문 초록

이 논문은 한국의 대표적인 경제활동 지역인 동남권과 수도권의 실망실업 문제를 실증적으로 분석한다. 비경제활동인구 가운데 취업을 희망하지만 구직활동을 포기한 사람을 실망실업자로 구분하고, 지역별 고용조사 원자료를 활용하여 인구학적 특성과 지역적 특성이 실망실업에 미치는 효과를 설명한다. 청년과 여성 등의 실망실업 문제를 중심으로 실증분석 결과를 정리하면 다음과 같다. 첫째, 한국 노동시장에는 공식실업자보다 실망실업자가 더 많고, 수도권보다는 동남권, 서울보다는 부산과 울산에서 실망실업자 비중이 더 높았다. 이러한 결과는 전반적인 일자리 부족, 특히 구직수요가 많은 화이트칼라 일자리 부족의 지역별 차이를 반영한다. 둘째, 인문･사회･예체능 계열 등 비이공계 청년 대졸 집단과 18세미만 자녀를 둔 여성 가구주에서 실망실업 발생 가능성이 다른 집단보다 더 높았다. 또한 대졸자를 포함한 청년층 전체의 실망실업 문제는 부산에서, 18세 미만 자녀있는 여성의 실망실업 문제는 울산에서 매우명확히 나타났다. 서울과 수도권에는 구상기능 비중이 높아 다양한 화이트칼라 일자리가 많지만, 동남권은 남성 중심의 실행기능 일자리 혹은 개인 서비스업 중심의 고용구조를 특징으로 한다. 울산은 중화학공업 남성 생산직 고용비중이 높아 고학력 청년 혹은 여성 친화적 일자리가 부족하고, 부산은 중소기업과개인서비스 일자리 중심의 고용구조로 인하여 대졸 청년이 희망하는 일자리가 부족하다. 따라서 한국사회 전체적으로 고학력 청년과 돌봄노동 여성의 실망실업 문제를 해결하기 위한 다양한 고용정책이 필요하며, 특히 지역 차원에서 이들을 대상으로 특화된 프로그램들을 더욱 확대해야 한다.

영문 초록

This paper empirically examines the issues of discouraged unemployment at the regional labor market, the Southeast Region and Seoul Metropolitan Area, in Korea. Defining ‘the discouraged labor forces’ as those who hope for a job but have given up on job search activities, the paper compares the effects of the individual factors and regional factors on the discouraged unemployment. The results of the empirical analysis, focusing on the youth and women, are as follows. First, there are more discouraged labor forces than the officially unemployed in the Korea. and many of them gave up job search activities due to labor market factors such as lack of hoping jobs. The result is closely related to the lack of total job supply, especially of the white collar job with high demand at each region. Second, the discouraged unemployment issues are clear in young people under 29 years and women with children. The share of them was the highest in the young college graduates, especially in non science and engineering majors, such as humanities and social sciences. In addition, women were basically less disappointing than men, but they were much more likely to be disappointed if they had children under 18 years of age. The issues of discouraged unemployment of these groups were higher in Busan and Ulsan of the southeastern region than Seoul metropolitan area. The chance of being discouraged unemployment of all young people, including college graduates was very clear in Busan, and the chance of women with the children under 18 years was higher in Ulsan. The results reflect regional economic functions and employment structural characteristics. In contrast to Seoul or the metropolitan area with various white collar jobs, Ulsan has a high proportion of male jobs related to production in heavy and chemical industry, and Busan has the labor market with less jobs or small scale service jobs. Therefore, we need various employment policies to solve the problem of discouraged unemployment in general and those for high-educated young people or women with children in particular.
