국문 초록

한국정부는 2003년 이후 다양한 FTA 추진을 통해 경제성장 동력을 확보해왔으며, 올해에는 거대 경제권인 중국과의 FTA 공식협상이 예상되고 있다. 본 연구는 한국과 중국 서비스산업의 대 세계 교역현황과 양국 간 교역현황을 바탕으로 국제경쟁력을 비교 분석한다. 한국은 현재 운송, 보험, 특허권 사용료 등 분야에서 중국에 큰 비교우위를 보이고 있으며, 동태적 경쟁력 변화에서는 모든 분야에서 대중국 경쟁력이 강화되고 있다. 따라서 한ㆍ중 FTA로 중국의 서비스시장이 대폭 개방될 경우, 한국경제와 기업은 중요한 비즈니스 진출기회를 얻게 될 것이며, 한국 서비스산업은 새로운 도약을 이루게 될 것이다. 그러나 중국은 한ㆍ중 FTA협상에서 자국 서비스산업 경쟁력을 바탕으로 자국 서비스산업 발전이 감당할 수 있는 점진적인 FTA정책을 추진할 것으로 사료된다. 따라서 한국은 중국과의 FTA 서비스협상에서 거의 모든 서비스 분야에서 높은 수준의 양허에 합의하도록 중국을 설득하여야 하는 중요한 과제를 안고 있다.

영문 초록

The Korean government has simultaneously pursued FTAs with various trade partners since 2003, and formal FTA negotiations with China are to begin this year. In this respect, this paper analyzes trade status of the services industries of Korea and China, and compared their international competitiveness based on the bilateral trade in services. Korea has absolute comparative advantages in transportation, insurance, royalties and license fees, and its competitiveness is enhanced in every services industries with apparent dynamic change. If China's service market is opened up greatly after the Korea-China FTA, the Korean economy and companies can gain access to important business opportunities, and the Korean service industry will have a new momentum to grow. However, China will prefer a gradual FTA policy on the service industry, considering its relatively lower competitiveness. Korea has to deal with important challenges to obtain high-level commitments in the FTA negotiations with China in almost all areas of the service sector.
