지방 인구감소와 지방소멸 시대에 따른 취업자의 지역 이동 특성 연구

국문 초록

본 연구는 한국직업능력연구원이 2018년부터 2021년까지 조사한 한국교육고용패널조사Ⅱ(KEEP: Korean Education & Employment Panel Ⅱ) 데이터를 활용하여 지방소멸 시대에 따른 취업자의 지역 이동 특성을 진단하였다. 수도권과 비수도권으로 구분하여 이동에 따른 취업자의 특성을 진단하기 위해 패널 데이터를 이용하여 고정효과 로짓 모형(fixed effects logit model)과 Heckman의 선택 모형을 이용하여 1단계 이동결정 모형, 2단계 취업 준비기간과 소득 수준 모형을 추정하기로 한다. 본 연구는 다음과 같은 결론이 도출되었다. 첫째, 취업을 위해 준비한 기간은 지역이동에 유의한 음(-)의 영향을 끼쳤다. 둘째, 개인 연봉 형태의 소득과 일당 형태의 소득수준은 지역이동에 유의한 음(-)의 영향을 끼쳤다. 셋째, 교육투자와 관련한 변수 중 자격증인 초등학교 정교사, 공인회계사 등이 있으면 지역이동에 유의한 양(+)의 영향을 끼쳤다. 해외연수, 사내 교육 등을 통한 외국어를 공부하거나 능력향상, 취업(창업) 등을 위해 1개월 이상 공부한 분야의 수가 많으면 지역 이동에 유의한 음(-)의 영향을 끼쳤다. 넷째, 교육투자 변수인 공부 분야 수와 과외 교육을 통해 외국어를 공부하면 취업 준비기간에 유의한 양(+)의 영향을 끼쳤다. 다섯째, 공부 분야 수, 과외 교육을 통한 외국어를 공부하면 개인 연봉 형태의 소득과 일당 형태의 소득수준에 유의한 양(+)의 영향을 끼쳤다. 이상 결과는 최종 이동 목적지와 상관없이 나타났다. 이러한 연구 결과를 종합해 보면, 청년들은 취업 준비, 교육, 소득 등 다양한 이유로 수도권 및 타지역으로 이동하고 있으며, 특히 지방 지역의 인재 유출 문제가 심화되고 있다. 지방소멸 대응을 위한 지역의 청년유입정책은 청년의 특성과 취향을 반영한 세대 맞춤형 정책, 경제적 요인에만 매몰되지 않는 정책, 청년의 삶을 설계해줄 수 있는 지속 가능한 정책을 추진할 필요가 있다.

영문 초록

This study diagnoses the traits of job seekers leaving regional areas in the era of deruralization and depopulation, utilizing the Korea Education and Employment Panel (KEEP) data surveyed by the Korean Research Institute for Vocational Education and Training from 2018 to 2021. In order to diagnose the traits of job seekers according to movement by dividing them into metropolitan and non-metropolitan areas, we used a fixed-effects logit model and Heckman's selection model and report the following results. First, the period of employment preparation was found to have a significant negative (-) effect on regional movement. Second, income in the form of annual salary and in the form of daily wages had a significant negative(-) effect on regional movement. Third, among the variables related to education investment, the certifications of job-related education had a significant positive (+) effect on regional movement, and conversely, other educational investment variables such as the overseas training experience, the number of fields of study and whether to study a foreign language through private academy classes, online lectures, in-house training, etc. had a significant negative (-) effect on regional movement. Fourth, the number of fields of study and whether to study a foreign language through private academy classes had a significant positive (+) effect on the period of employment preparation. Fifth, the number of fields of study and whether to study a foreign language through private academy classes had a significant positive (+) effect on the income in the form of annual salary and in the form of daily wages. Regardless of the final destinations in their movements. The effects of traits of job seekers were basically same across empirical tests. The results imply that to address local extinction, we have to develop policies aimed at attracting young people must prioritize generation-specific policies that align with their preferences and traits, policies that transcend economic considerations, and sustainable policies that have the potential to accommodate the live styles of young people.
