보유세 부담이 고령 가구 소비지출에 미치는 영향

국문 초록

최근 몇 년간의 보유세 부담 증가 원인은 지난 문재인 정부 시기 2019년 공시가격 산정식 변화와 더불어 2018년~2020년 단행된 여러 차례의 보유세 강화 정책, 공시가격현실화 계획 추진 등으로 대표된다. 윤석열 정부 출범 이후 부동산 안정화 정책이 추진되고있으며 보유세제 역시 맥락을 같이한다. 그럼에도 보유세는 여전히 높은 수준으로 관찰된다. 이러한 세제개편의 과정에서 보유세제가 고령 가구에게 미칠 경제적 영향에 대한 논의는 거의 없었으며 관련된 국내 선행연구 또한 없다고 봐도 무방하다. 이에 본 연구에서는 재정패널7차~14차(2013년~2020년) 자료를 활용하여 65세 이상 고령 가구의 보유세 부담이 소비지출에 미치는 영향을 분석하였다. 분석결과, 예상과 다르게 보유세 부담에도 고령 가구의 소비지출 감소는 발견할 수 없었고 특정 소비지출 항목에서 소비가 증가하는 결과를 발견하였다. 한편 보유세 부담이 증가할 때, 고령 가구의 저축이 유의하게 감소하는 것으로 나타났으나금융자산에 미치는 영향은 유의하지 않았다. 이러한 결과는 고령 가구의 보유세 부담 정도가 높지 않거나 금융자산을 줄일 정도의 보유세 부담은 아닐 수 있음을 시사한다.

영문 초록

The recent increase in property tax burden in Korea can be attributed to several factors, including changes in the evaluation method of governmentannounced real estate price in 2019, multiple rounds of property tax reinforcement policies implemented between 2018 and 2020, and an implementation of plans to reflect actual property values during the Moon Jae-in administration. Since the commencement of the Yoon Suk-yeol administration, a real estate stabilization policy is being promoted and the property tax system has been restructured. Nevertheless, property taxes are still observed at high levels. The economic impact on elderly households has not been discussed in property tax system reform. We analyzed the effects of a property tax burden on elderly households on their consumption expenditure using NaSTaB(National Survey of Tax and Benefit) data. The results show that the elderly consumption expenditure increased despite an increase in their property tax, contrary to expectations. We also found that their saving decreased, but the impact on financial assets was not statistically significant. We suggest that the property tax burden on elderly households may not be high, and it may not be substantial enough to reduce their financial assets.
