기술기반창업의 경제적 파급효과 분석

국문 초록

창업은 저성장에 빠진 상황에서 경제의 동력을 확보하고 향후 미래산업을 이끌 산업을 발굴하는 수단이 된다. 일반적으로 창업이 경제성장을 가져오는 경로는 고용(노동)을증대시키고 기술진보를 가져오면 경제성장을 촉진하는 요소로 작용하게 된다. 특히, ‘혁신기술 또는 새로운 아이디어를 가지고 새로운 시장을 창조하여 제품이나 용역을 생산및 판매하는 형태의 창업’으로 정의되는 ‘기술창업’은 일반창업 대비 더 큰 경제적 부가가치를 창출하는 것으로 알려져 있다. 본 연구에서는 기술창업기업의 국민 경제적 파급효과를 분석하기 위한 분석틀을 제시하고 그 효과에 대한 실증분석 결과를 제시하고자한다. 기술창업이 갖는 경제적 파급효과를 살펴보기 위해 산업연관분석을 활용하였는데,산업연관표를 이용하여 기술기반 산업 내에서 창업기업과 비창업기업 간 경제적 파급효과의크기를 비교하였다. 결과를 살펴보면 고기술(high-tech) 산업 창업기업의 경우 부가가치 창출에 있어서는 높은 효과를 보이는 것으로 나타나났는데, 이는 기술창업이 향후 디지털전환 시대의 부가가치 창출에 중요한 역할을 할 수 있음을 보여주는 결과이다. 중-고기술(medium high-tech) 산업 창업기업의 경우 생산유발효과, 부가가치유발효과, 고용유발효과 모든 측면에서 준수한 역할을 수행하고 있는 것으로 나타났다. 또한, 서비스업 분야에서는 전문과학기술과 사업지원서비스 산업 창업기업들의 경제적 파급효과가높은 것으로 나타났다. 분석을 통해 산업별 창업 정책의 효과를 살펴볼 수 있었으며, 이를 기반으로 산업별 맞춤형 창업 정책에 대한 정책적 시사점을 제시하였다.

영문 초록

Start-ups are a means of securing the driving force of the economy in asituation of low growth and discovering industries that will lead to futureindustries. In particular, 'technology-based start-ups', defined as 'start-up in theform of producing and selling products or services by creating a new marketwith innovative technology or new ideas', is known to create greater economicadded value than general start-ups. This paper present an analysis framework toanalyze the national economic spillover effect of technology start-ups andpresent the results of empirical analysis on their effects. An input-outputanalysis was used to examine the economic spillover effect of technology-basedstart-ups, and the magnitude of the economic spillover effect betweentechnology start-ups and non-technology start-ups within a technology-basedindustry was compared. The results show that start-ups within high-techindustry have a high effect on creating added value, which shows that high-techstart-ups can play an important role in creating added value in the futuredigital transformation era. In the case of start-ups within medium high-techindustry, it was found that they play a good role in all aspects of productionspillover effect, value-added spillover effect and employment spillover effect. Inaddition, start-ups in the professional science and technology and businesssupport service industry are shown to have a high effect on creating added value. Through the analysis, various policy implications for customized start-uppolicy were presented in this paper.
