국문 초록

본 논문은 핵보유국들의 핵태세가 어떤 과정을 거쳐서 변화하는지를 다룬다. 국가의 핵태세는 고정된 것이 아니며 국내의 상황에 따라서 변화한다. 특히 “핵학습” 이론은 핵무기의 가공할 파괴력에 기반한 “공격-방어균형”에 대한 인식 전환이 핵태세 전환을 가져온다고 본다. 이론적으로 핵무기를 보유한 이후 몇가지 경로를 따를 수 있지만, 초기의 공세적인 핵태세는 점차 전략적 안정을 추구하는 방어적 핵태세로 발전한다. 논문은 비교적 짧은 시간동안 역동적으로 핵태세가 변해온 파키스탄을 사례로 분석하면서, 네 개의 시기로 구분하였다. 파키스탄은 핵학습을 통해 전반적으로는 전략적 안정을 추구하는 방향으로 진행되어 왔지만, 공백과 취약성이 식별된 시기에는 전략적 우세를 추구하면서 공세적 태세로 전환된 바 있다. 여기에는 특정사건이 주는 교훈, 인도와의 전략경쟁, 외부 안보위협에 대한 인식 등이 변수로 작용했다. 향후에도 힘의 균형 변화, 새로운 기술의 적용, 국내정치 지형 등에 따라서 정반대의 두 가지 핵학습의 경로를 따르게 될 것이다.

영문 초록

This paper examines the dynamic nature of nuclear posture in nuclear states, highlighting its susceptibility to change based on security environment. Specifically, it explores the concept of “nuclear learning,” which suggests that a shift in the perception of the “offense-defense balance,” driven by the immense destructive power of nuclear weapons, leads to change in nuclear posture. While several potential paths can be pursued after acquiring nuclear weapons, the initial offensive nuclear posture tends to gradually transition into a defensive posture aimed at achieving strategic stability. Through an analysis of Pakistan as a case study, this paper categorizes its nuclear posture evolution into four distinct periods over a relatively short timeframe. Pakistan's overarching objective has been to pursue strategic stability through nuclear learning; however, it has intermittently shifted to an offensive posture in pursuit of strategic superiority when gaps and vulnerabilities have been identified. The lessons learned from specific events, strategic competition with India, and the recognition of external security threats have influenced these shifts. Looking ahead, two contrasting paths of nuclear learning are expected to emerge, contingent on changes in the balance of power, advancements in military technology, and the domestic political landscape.
