신냉전기 동맹 결속력 강화의 추동요인 추적

국문 초록

동맹 출범 70주년을 맞아 한미동맹의 결속력이 절정에 달하고 있다. 그런데 동맹 및 연대 강화 현상은 비단 한미관계를 넘어 신냉전의 국제정치에서 전반적으로 나타나고 있다. 신냉전기에 동맹정치가 강하게 추동되는 것은 ‘위협’과 ‘국력’이라는 두 가지 변수의 상호작용하는 것에서 찾을 수 있다. 위협 고도화는 동맹 결속력 강화의 추동요인으로 작용하지만, 위협부상만으로 동맹 강화로 바로 전환되지는 않는다. 동맹 구성원의 국력 배분도 동맹 결속력 강화의 요인으로 상호작용하게 되는 것이다. 본 논고는 이를 정교화하기 위해 위협-국력 이중변수론을 개념화하고 이를 검증하기 위해 한미동맹을 베트남 전쟁과 신냉전기로 나누어 사례를 추적한다. 신냉전기는 북한발 국가적 위협이 높아지고 동시에 복합위기 등 국제적 위협도 점증했다는 특징이 있다. 더불어 강세 동맹국 미국의 힘은 상대적으로 약화된 반면 약세 동맹국 한국은 선진강국이 되었다는 특징도 있다. 이러한 동맹 구성원의 국력 재배분은 동맹을 상호이익이 가능한 플랫폼으로 진화시켜 동맹 강화를 견인하고 있다는 것이다. 본 논고는 학문적 기여 차원에서는 위협-국력 이중변수론의 일반화 가능성과 행위자에 기반한 촉발변수 요인 분석의 필요성에 대한 후속연구 과제를 제시한다. 정책적 함의로는 대칭 동맹 진화 및 국력 신장으로 인한 시너지에 관한 통찰을 제시한다.

영문 초록

The ROK-US alliance is at its highest point amid its 70th anniversary. What alliance and solidarity is getting stronger has become across the board around the world simply beyond the ROK-US relations. What drives it? The interaction of the two variables, both threat and power, sheds some light on this puzzle. Evolving threats serve as a driver for alliance cohesion but the former alone does not lead directly to the latter. Both evolving threats and a power redistribution of members under alliances, taken together, serve as a sufficient condition for alliance cohesion. This paper develops the analytic framework based on the dual variables and traces two periods of the ROK-US alliance, the Vietnam War and the New Cold War. Amid the New Cold War, an intranational threat has evolved due to North Korea, and international threats such as complex crises are at the forefront. Simultaneously, the power of the U.S. as a strong member becomes weaker whereas the power of South Korea as a weak member becomes stronger. This interaction makes the alliance more reciprocal, leading to the most cohesive alliance. This examination provides academic insights for generalization and future studies. It also sheds some light on policies such as symmetric alliance and the need to step up its national power.
