장기 미매각 종전부동산의 매각과 활용 방안에 대한 연구

국문 초록

공공기관의 지방이전으로 발생한 종전부동산의 일부는 2009년부터 매각이 추진된 이후 현재 시점까지도 매각이 되지 않고 있다. 이러한 배경에서 본 연구는 매각에 어려움을 겪고 있는 종전 부동산의 제약 요인과 처리 방안을 살펴보았다. 토지 이용 규제는 과거 사례에 비추어 규제 완화에 따른 자산가치 상승분을 지자체에 환원하여 특혜시비에 대응할 수 있는 것으로 분석되었다. 또한 기관의 정성적 사유로 매각이 제한되는 종전부동산은 국정과제와 연계하여 활용 방안을 모색할 수 있고 과거 사례 또한 존재한 만큼 검토가 필요한 방안으로 도출되었다. 이와 더불어 처리계획을 변경하는 행정절차는 관련법규인 사후관리 방안 내 조문 신설 등 개정을 통한 정책적 지원의 필요성을 언급하였다.

영문 초록

Some of the previous real estate generated due to the transfer of public institutes to provincial regions have not been sold yet, in spite of ongoing efforts to sell them since 2009. Based on such background, this study examined the restricting factors and means of dealing with previous real estate experiencing difficulties in sales. It was determined that controversy arising from the special benefits of easing the regulations on the use of the land can be coped with by reverting the increased portion of the asset values thereof to the local autonomous government based on the past incidents. In addition, the means of utilization of previous real estate for which the sales is restricted for qualitative reasons of the institutes can be sought by linking it with national policy projects and, since there existed such cases in the past, they were deduced as means that require review. Moreover, administration procedure of changing the plan for handling of such real estate mentioned the need for policy support through revision of relevant regulations such as new establishment of provision within the follow-up management methods, etc.
