국문 초록

국내의 특수교육 현장에서는 학생들의 체력, 건강, 정서 안정 등에 대한 관심 증가와 함께 장애학생을 둘러 싼 다양한 영역에서 체육의 중요성이 강조되고 있다. 본고는 이러한 변화에 대응하여 특수교육 제반 영역, 특히 법적 제도와 정책 측면에서의 체육영역의 현황을 파악하고 발전 방안을 제시하고자 하였다. 현행 특수교육 및 장애인체육 관련 법령, 학교교육과정, 정부의 주무부처별 정책보고서 등을 통한 문헌 분석을 실시하였다. 연구 결과, 특수교육에서의 체육 영역에 대한 현장 요구가 충족되지 못하고 있었다. 체육활동 증진을 위한 근본적인 문제 해결책으로써 정부 정책 및 법률적 지원에 대한 요구가 점차 증가하고 있었으며, 이에 따른 다양한 변화를 겪고 있음을 확인하였다. 따라서 본 연구에서는 현장의 수요에 중점을 두고 국가단위에서의 지원책 및 해결책에 대한 방안을 제시하였다. 이는 특수교육 분야에서의 체육 영역을 정립하는데 주요 이슈가 될 수 있을 것이고 지금껏 접점을 찾지 못해 표류하고 있었던 특수교육과 체육의 연계 발전을 위한 시사점을 줄 수 있을 것으로 기대한다.

영문 초록

The special education field in Korea puts an important and heavy emphasis on physical education. This emphasis is implemented in various areas involving students with disabilities along with an increased interest in the students' physical fitness, health, and emotional stability. In response to these changes, this paper will attempt to grasp the current state of the physical education field in all areas of special education and to suggest development plans. Literature analysis was conducted using current laws and regulations related to physical education in special education, school curriculum, and policy reports by government departments. The study found that field demands for physical education in special education were not satisfied. It was confirmed that the demand for government policy and legal support was gradually increasing as a fundamental solution to the improvement of sports activities, and various changes, were being made accordingly. Therefore, in this study, a plan for support and solutions at the national level was suggested that focuses on the demands of the field. This could present a major issue in establishing the area of physical education in the field of special education; furthermore, it is expected that it could give implications for the development of linkages between special education and physical education, which have both been drifting due to no contact point.
