국문 초록

러시아의 우크라이나 침공으로 글로벌 에너지 위기가 심화되고 있으며, 기후 환경 문제의 심각성으로 전 세계적으로 온실가스 감축과 ESG(Environmental, Social, and Governance) 경영의 중요성이 나날이 높아가고 있다. 이에 따라 우리나라도 재생에너지 발전 비중을 짧은 기간 안에 대폭 확대해야 하는 상황이다. 그러나 풍력 발전과 태양광과 같은 재생에너지는 수시로 변동하는 기후에 따라 출력이 급격히 변화한다는 단점을 가지고 있다. 전력 계통의 안정성을 유지하기 위해서는 그러한 출력 변동성을 유연하게 흡수할 수 있어야만 한다. 본 논문은 전 세계적으로 비중이 날로 증가하고 있는 재생에너지의 불확실성과 변동성으로 인해 발생하는 문제를 진단하고 해외 주요국의 현황과 우수사례를 통해 국내 전력계통의 유연성을 제고하기 위한 방안을 제시하는 것을 목적으로 한다. 유럽과 미국 등의 해외 선진국들과 비교했을 때 우리나라의 재생에너지 보급 수준이 크게 낮은 점을 고려하여 해외의 현황 및 우수사례를 통해 국내 정책에 도입할 수 있는 시사점 및 개선방안을 도출하였으며, 도출된 개선방안에 대해 계층적 의사결정법(AHP)을 적용하여 전략적 우선순위를 결정하였다. 본 논문은 전력수급기본계획과 에너지기본계획 등 정부 에너지 정책의 이론적 가이드라인을 제시하고 국내 발전업계에 전력계통 운영에 대한 실무적인 시사점을 제공할 수 있다.

영문 초록

Russia’s invasion of Ukraine intensifies a global energy crisis, and Environmental, Social, and Governance (ESG) and the reduction in greenhouse-gas emissions are getting more important due to the seriousness of environmental pollution. As a result, the Korean government should drastically increase the share of renewable energy sources within a short period of time. Renewable energy such as wind and solar power has a limitation in that its power generation sharply changes by a changing climate. Fluctuations in its power generation should be able to be reduced flexibly to stabilize power system. This paper aims to diagnose the problems resulting from the uncertainty and variability of renewable energy, of which the shares keep increasing worldwide, and provide suggestions to improve the flexibility of the domestic power system through a case study of developed countries. Considering that the share of renewable energy sources is very small in South Korea compared with those of the US and European countries, this paper proposes improvement suggestions that can be applied to domestic renewable-energy policies based on the case study and prioritizes the suggestions through an AHP analysis. This study provides the Korean government with theoretical guidelines for its energy policies and presents practical implications for the Korean power industry.
