국문 초록

2023년 5월, 5G 사업의 핵심과제였던 28㎓ 대역 기지국구축이 무산된 것은 정부주도의 정보통신산업정책을 수차례 성공시킨 바 있는 한국에서 매우 이례적인 사건이다. 당시 정보통신산업 주무부처는 대규모 투자를 진행해야 하는 통신사에 요금 인하를 압박함으로써, 통신3사 모두가 기지국구축을 포기하는 초유의 결과를 초래했다. 이 논문은 그 원인을 급속도로 정책자율성이 약해진 정보통신산업 주무부처들이 정치권, 특히 청와대의 선호에 따라 양립하기 어려운 진흥과 규제정책을 병행 추진함으로써 첨단산업의 고위험을 사회화하지 못했고, 기존에 정보통신산업 발전을 뒷받침하던 국가와 기업 간의 발전연합에 균열을 가져왔기 때문이라고 주장한다. 국가의 개입과 규제가 강한 정보통신산업에서 발생한 5G 정책의 실패는 한국의 산업발전모델이 경로의존성을 벗어나 새로운 양상으로 변화하고 있음을 시사한다.

영문 초록

The South Korean government has actively pursued the development of the ICT industry, especially focusing on the 5th-Generation (5G) mobile communication technology as an engine of the nation’s future economic development. However, in 2023, the Korean government failed to build 5G infrastructure, particularly 5G base-stations using 28㎓ frequency band, which is a rare case in the history of Korea’s ICT industrial policies. This article argues that the technocracies, who gave in to the politicians’ policy preference for regulation, were caught between the incompatible policy goals of investment expansion and price reduction. The consequence was the weakening of the state-business coalition that used to support Korea’s successful ICT industrialization. This paper suggests that Korea’s industrial development model began to deviate from its path dependency.
