건축물의 피난안전성 향상을 위한 국내외 피난경로 관련 기준 비교 연구

국문 초록

현재 국내의 경우 화재시 재실자의 피난안전 확보에 대한 대책으로 1962년부터 건축법 시행령을 통해 피난안전 기준을 제공하고 있고, 1999년에 추가적으로 건축물의 피난·방화구조 등의 기준에 관한 규칙을 신설하여 피난안전에 대한 추가적인 기준을 제공하고 있다. 이러한 기준이 적용되고 현재에 이르러 고령화 및 수도권 인구 집중화 등 사회적 변화가 발생하였고 건축물특성 또한 그때 당시와는 많이 달라진 상황이 되었다. 하지만, 건축물의 피난안전에 중요한 두 관련 기준 중 피난경로에 관한 기준의 경우 최초 제정일부터 현재까지 용도나 규모위주의 규정을 해왔고 이러한 설계방법에 대한 변화는 없었다. 따라서 본 연구는 현재의 피난경로 관련 기준을 검토하기 위해 국내의 건축법과 미국의 NFPA 101을 통해 피난경로 관련 기준을비교 분석하였다. 비교 분석 결과 국내의 경우 피난경로 관련 기준 설계 및 검토에 있어 건축물의 용도와 규모만을 고려하고 있고, 미국의 경우 용도와 규모 뿐만 아니라 수용인원, 화재위험도까지 고려하고 이를 토대로 코드로써 기준을 제공하고 있다. 따라서 우리나라는 향후 건축물의 피난안전 설계시 수용인원수나 화재위험도 등의 특성을 추가적으로 고려하는 등의 재검토가 필요하다고 판단된다.

영문 초록

Currently, in Korea, evacuation safety standards have been provided through the Enforcement Decree of the Building Act since 1962 as a countermeasure for securing evacuation safety for occupants in case of fire. In 1999, additional rules on evacuation and fire protection standards for buildings were newly established to provide additional standards for evacuation safety. After these standards were applied, social changes such as aging and population concentration in the metropolitan area have occurred, and the characteristics of buildings have also changed a lot from then. However, in the case of the two evacuation route-related standards that are important for the safety of evacuation of buildings, from the first enactment date to the present, regulations focused on use or size have been made, and there has been no change in these design methods. Therefore, in order to review the current evacuation route related standards, this study compared and analyzed the evacuation route related standards through the domestic building law and the US NFPA 101. As a result of comparative analysis, in the case of Korea, only the use and size of the building were considered in designing and reviewing standards related to evacuation routes, while in the case of the United States, not only the use and size, but also the number of occupants and fire risk were considered, and standards were provided as codes based on this. Therefore, it is judged that Korea needs to reviewsuch as additional characteristics such as the number of accommodators and fire risk when designing evacuation safety for buildings in the future.
