지방공기업의 신뢰향상 방안에 관한 연구

국문 초록

본 연구는 지방공기업의 신뢰를 확보하고 보다 주민친화적인 지방공기업으로 발전하기 위해 지방공기업의 신뢰에 미치는 영향요인이 무엇인지를 실증적으로 분석한 연구이다. 본 연구의 실증분석을 위해 독립변수로는 커뮤니케이션 요인, 사회·경제적 편익요인을 설정하였으며, 매개변수로 주민참여 요인을 활용하였다. 본 연구의 가설검증을 위해 16개도시에 거주하는 20세 이상의 주민을 대상으로 설문조사를 실시하였고, 488부의 설문지를 회수하여 실증분석에 활용하였다. 실증분석 결과 지방공기업의 신뢰에 미치는 영향요인으로는 커뮤니케이션 요인, 사회·경제적 편익요인, 주민참여 요인 모두 신뢰에 유의미한 영향을 미치는 것으로 나타났다. 실증분석 결과를 바탕으로 지방공기업이 주민들의 신뢰를 확보하기 위해서 첫째, 지역주민들이 참여하여 의견을 제시할 수 있는 ‘시민주주단’을 설립해야 할 것이며, 둘째, 공유가치창출(CSV)을 위해 지역주민들과 상생협력하기 위한 방안을 마련해야 할 것이다. 마지막으로 지방공기업 경영평가 지표인 주민과의 소통, 상생협력 발전을 위해 정기적인 소통의 장을 마련해야 할 뿐만 아니라 기관장 및 구성원들이 적극적인 상생활동과 제도마련을 위해 노력해야 할 것이다.

영문 초록

This study is an empirical analysis of the factors influencing the trust in local public enterprises, conducted to ensure trust and to promote more community-friendly local public enterprises. For the empirical analysis of this study, communication factors and socio-economic benefits were set as independent variables, and residents’ participation factors were used as mediators. To verify the hypothesis of this study, a survey was conducted targeting residents over the age of 20 living in 16 cities, and 488 questionnaires were collected and used for empirical analysis. The empirical analysis results showed that communication factors, socio-economic benefits, and residents’ participation factors all significantly affect the trust in local public enterprises. Based on the empirical analysis results, there are a few steps that local public enterprises need to take in order to secure the trust of the residents. First, they need to establish a ‘citizen shareholder group’ where local residents can participate and provide opinions. Second, they need to prepare measures for co-prosperity cooperation with local residents for creating shared value (CSV). Lastly, not only should they prepare regular communication venues for communication with residents and development of co-prosperity cooperation, which are indicators of local public enterprise management evaluation, but also executives and members should make efforts for active co-prosperity activities and establishment of systems.
