국문 초록

방탄소년단의 세계적인 열풍은 문화적 가치를 비롯해 다양한 차원에서 한국의 국가 위상을 상승시키는 역할을 하였다. 이에 본 연구에서는 방탄소년단으로 대표되는 대중문화예술인에 대한 병역특례가 논의되는 배경을 살펴보면서 이들에 대한 병역특례가 제도적으로 가능한지를 검토하였다. 첫째, 예술·체육 분야에서 순수예술인은 병역특례 대상이지만 대중예술인은 병역특례 대상이 되지 못하는 측면에서 형평성에 문제가 될 수 있다. 둘째, 대중문화예술인에 대한 병역특례를 위한 병역법 개정안은 시대적 요구라고 하더라도 국민적 합의가 전제되어야 한다. 셋째, 대중문화예술인의 병역특례는 대중문화예술인의 자격조건을 확정하고, 대중문화예술인이 병역특례 기간에 얻은 상업적 이익을 사회에 환원하는 방안을 모색해야 한다. 결론적으로 방탄소년단과 같은 대중문화예술인에 대한 병역특례 논란은 인기영합적인 차원에서 논의될 것이 아니라 순수예술인과 대중예술인 간의 형평성, 공정성 차원에서 충분한 시간을 두고 국민적 합의를 얻어야 한다.

영문 초록

The global craze of BTS played a role in raising Korea's national status in various dimensions, including cultural values. This study examines the background of discussing military service exemptions for popular cultural artists represented by BTS and examines whether military service exemptions for them is institutionally possible. First, in the field of art and sports, pure artists are subject to military service exemption, but popular artists are not subject to military service exemption, which can be a problem in equity. Second, the amendment to the Military Service Act for military service exemption for popular culture artists should be based on national consensus even if it is a demand of the times. Third, the military service exemption of popular culture artists should determine the qualifications of popular culture artists and seek ways to contribute to society the commercial benefits of popular culture artists during the military service exemption period. In conclusion, the controversy over military service exemption for popular culture artists such as BTS is not discussed in terms of popularity, but it is possible to gain public consensus with sufficient time in terms of equity and fairness between pure artists and popular artists.
