윤석열 정부의 한미동맹 정책 평가

국문 초록

윤석열 정부가 출범한 지 이제 겨우 1년이 되었다. 임기의 반도 지나지 않은 시점에서 윤석열 정부의 한미동맹 정책을 평가하는 것이 섣부른 감이 없지 않다. 그러나 대통령 임기 첫해에 자신의 정책 의지를 가장 강하게 드러낸다는 점에서 첫해에 추진한 정책을 평가해 보는 것은 그 의미가 적지 않다. 윤석열 정부는 문재인 정부의 동맹관을 비판하면서 미국과 안보 동맹을 강화하고, 경제·기술동맹을 추구하면서 글로벌 전략동맹을 지향하는 등 3대 동맹 정책을 추진해 왔다. 안보동맹 정책은 확장억제력 강화, 한미연합 훈련 복원 및 강화, 그리고 사드기지의 정상화 정책으로 나타났다. 경제·기술 동맹 정책은 바이든 행정부의 대중 견제 공급망 정책에 부응하여 반도체 동맹, 전기차·배터리 동맹으로 나타났고 원전 동맹이 추가되었다. 글로벌 전략동맹은 한국판 인‧태 전략, QUAD의 워킹그룹 참여, IPEF 참여, 그리고 민주주의 정상회의 참여 등으로 추진되었다. 윤석열 정부의 안보동맹 정책은 ‘워싱턴 선언’ 등 많은 성과를 거두었으나 경제‧기술 동맹 정책은 성과와 함께 많은 과제를 남긴 것으로 평가한다. 글로벌 전략동맹은 한미동맹을 외교의 근간으로 삼되 분단된 한반도의 현실을 고려하는 정책을 추진할 필요가 있다.

영문 초록

A year since the launch of the Yoon Suk Yeol government, it is too early to evaluate its Korea-US alliance policy. It is meaningful to evaluate policies promoted in the first year of the government since political will is strongest in the first year in power. The Yoon administration has been promoting three major alliance policies: strengthening the alliance with the United States while criticizing the Moon Jae-in administration's view of alliances, pursuing economic and technological alliances, and pursuing a global strategic alliance. The security alliance policy appeared to include initiatives to strengthen extended deterrence, restore and strengthen South Korea-US joint training, and normalize the THAAD base. Economic and technological alliance efforts have focused on semiconductors, electric vehicles and their batteries in response to the Biden administration's supply chain policies, and nuclear power plants. The Global Strategic Alliance was promoted by the Korean version of the Indo-Pacific Strategy, Quad's participation in the working group, participation in the IPEF, and participation in the Summit for Democracy. The Yoon administration's security alliance policy has many achievements, including the “Washington Declaration,” while the economic and technology alliance policy has had some success, but many tasks are unfinished. The global strategic alliance needs to pursue policies that consider the reality of the divided Korean Peninsula while making the ROK-US alliance the basis of Seoul’s diplomacy.
