국문 초록

코로나19와 같은 갑작스러운 감염병 확산 사건은 국민의 이익과 사회의 발전에 관계되어 있으며, 이로 인해 발생한 위기에 대한 대처는 바로 정부에 대한 일대 시련이다. 어떻게 정부는 돌발적인 공중위생 사건에서 위기확산에 대처하는 능력을 제고하고, 위기관리 업무를 더욱 잘할 것인가가 강조되고 있다. 여기에 본연구의 필요성이 존재한다. 정부가 전염병 재난 중에 실시한 방역정책은 전염병의 확산 추세를 통제하는데 매우 중요하기 때문이다. 본 연구에서는 코로나 펜데믹기간동안에 보여준 중국과 미국 그리고 한국의 상이한 상황에 대한 원인을 탐구하고자 한 것이다. 한국 중국 미국 등 세 나라의 코로나19 대응정책을 비교분석한 결과를 통해 도출한 시사점은 다음과 같다. 한중 양국 정부 의 전염병을 통제하는 능력이 상대적으로 높다는 것을 알 수 있다. 현재 미국 등 서방국가들의 심각한 상태와 비교하면 정부의 방역정책이 중요하다는 것을 알 수 있다. 정부가 신속하고 정확한 코로나처럼 전염병 위기 대응 능력을 가지고 있어야 위기가 올 때 국민의 생명과 재산의 손실을 최소화할 수 있고, 동시에 위기로 인해 부정적인 영향도 줄일 수 있다.

영문 초록

Sudden spread of infectious diseases such as COVID-19 is related to the interests of the people and the development of society, and coping with the crisis caused by this is a great ordeal for the government. It is emphasized how the government will improve its ability to cope with the spread of the crisis in unexpected public health events and do better in crisis management. There is a need for this study. This is because the government's quarantine policy during the epidemic disaster is very important in controlling the spread of infectious diseases. This study aims to explore the causes of different situations in China, the United States, and Korea during the COVID-19 pandemic. The implications derived from the results of a comparative analysis of the COVID-19 response policies of three countries, Korea, China, and the United States, are as follows. It can be seen that the governments of Korea and China have relatively high ability to control infectious diseases. Compared to the current serious situation in Western countries such as the United States, it can be seen that the government's quarantine policy is important. Only when the government has the ability to respond to infectious disease crises as quickly and accurately as COVID-19 can it minimize the loss of people's lives and property in the event of a crisis, while reducing the negative impact of the crisis.
