광역행정통합 정책사례연구

국문 초록

최근 우리나라에서는 광역행정통합에 대한 논의가 전국적으로 이루어졌다. 이는 지역소멸과 수도권 집중에 대응하여 지역의 지속가능한 생존과 성장을 위한 절박한 필요성에서 출발한 것이다. 본 연구는 광역행정통합 중 실제 추진이 가장 활발히 진행된 대구경북 행정통합과 광주전남 행정통합을 사례연구하였다. 연구의 주요 결과는 다음과 같다. 양 지역 모두 자치단체장이라는 정책선도가에 의해 정책이 추진되었고 각자의 추진기구, 연구기관, 연구대안을 마련하였다. 그러나 그 수준에 있어서는 먼저 시작된 대구경북 행정통합이 광주전남 행정통합 보다 높은 것으로 나타났다. 또한 대구경북 행정통합이 공론화위원회를 통한 토론회 개최와 실질적인 대안도출까지 이르렀다면, 광주전남행정통합은 공론화 단계에 들어서지 못한 상황에서 종결하게 되었음을 알 수 있었다.

영문 초록

Recently, there have been nationwide discussions in Korea on regional administrative consolidation. This is in response to the urgent need for sustainable survival and growth of regions, as a result of regional extinction and concentration in metropolitan areas. This study conducted a case study on the Daegu-Gyeongbuk administrative consolidation and Gwangju-Jeonnam administrative consolidation, which were the most actively promoted among metropolitan administrative consolidations. The main findings of the study are as follows: In both regions, policies were promoted by a policy leader who was the head of a local government, and each promotion organization, research institution, and research alternative were prepared. However, at that level, Daegu-Gyeongbuk administrative consolidation, which started first, was more advanced than Gwangju-Jeonnam administrative consolidation. Additionally, it can be observed that while the Daegu-Gyeongbuk administrative consolidation led to a debate through the Public Debate Committee and a practical alternative, the Gwangju-Jeonnam administrative consolidation ended without entering the public debate stage.
