국문 초록

본 연구의 목적은 시군구에서 사회복지관의 적정한 공급량을 산정 하는데 도움이 되도록 합리적이면서도 간명한 적용방법론을 마련하는 것이다. 이를 위해서 사회복지분야 기존 시설 공급에 대한 방법론을 검토하였으며, 국토교통부의 기초 생활 인프라 공급 최저 기준 등을 검토하여 수요추정 모델을 구성하였다. 본 연구에서 제시하는 사회복지관 공급의 추정 모델은 4가지 주요 변수로 설정하였다. 첫째는 사회복지관의 실 수요를 저소득 및 취약계층을 중심으로 잠재적 대상자로 집계한 후 이를 시설물의 수요로 설정하였다. 둘째는 사회복지관에서 연간 이용가능한 인구를 중심으로 1개 사회복지관에서 이용이 가능한 역량 변수로 설정하였다. 셋째는 사회복지관과 지역의 중심부로부터의 평균이 동거리를 입지할당 측면에서 고려하였다. 넷째는 사회복지관 간 이격거리를 설정하여 공간적 형평성을 고려하였다. 이 네 가지 변수를 토대로 사회복지관의 수용역량을 기준 값으로 설정한 후 사회복지관과 중심부 간 이격거리 소요 시간, 사회복지관 간 이격거리 소요시간을 계수로 적용하여 해당 지역의 적정 사회복지관 수가 산출되는 모형을 제시하였다. 본 추정 모형의 적용을 성남시 사례로 적용하였으며 인구 92만에 적정한 사회복지관 수는 14개소로 도출하였다. 본 연구는 그 동안 선행연구에서 한계로 지적되었던 서비스제공의 역량을 고려하면서도 지방자치단체에서 간명하게 활용할 수 있는 수요추정 방법론을 제시하였다는데 의의가 있다.

영문 초록

The purpose of this study is to prepare a reasonable and simple application methodology to help calculate the appropriate supply of social welfare centers in local governments. To this end, a demand estimation model was derived by reviewing previous research on facility supply and the minimum standards for basic living infrastructure supply by the Ministry of Land, Infrastructure and Transport. The social welfare center supply estimation model presented in this study was set with four main variables. First, the actual demand for social welfare centers was counted as potential targets, centering on the low-income and vulnerable class, and then set as the demand for facilities. Second, it was set as a capacity variable that can be used in one social welfare center, centering on the annual available population at the social welfare center. Third, the average moving distance between the administrative welfare center and the social welfare center was set. This is a variable considering accessibility. Fourth, the separation distance between social welfare centers was set to consider spatial equity. Based on these four variables, Seongnam City was applied as a case study, and the appropriate number of social welfare centers with a population of 920,000 was derived as 14. The strength of this study is that first, the capacity of social welfare centers was considered in the model. Second, local governments can use it simply.
