국문 초록

사회문제는 국가 혹은 시장 기제만으로는 해결할 수 없게 되었고, 사회적 가치와 시장 경제가교합된 사회적경제가 새로운 대안으로 등장하였다. 정부는 사회적 가치 창출의 자발적 주체로서 사회적기업 지원 정책을 제공하고 있으나, 지원정책이 집행되는 수준은 지방자치단체 별로상당한 차이를 보이고 있다. 따라서 사회적기업 지원정책의 집행을 촉진하기 위해서는 지역 간 차이를 발생시키는 요인이 무엇인지 진단할 필요가 있다. 지자체 수준의 적극성에 영향을 주는 요인으로는 정치적, 사회경제적 요인이 중요하게 고려되어 왔으나, 본 연구에서는 해당 지역공동체의 구성원들이 갖고 있는 시민의식을 사회적기업 지원 정책의 집행에 영향을 주는 주요 환경 변수로 제시한다. 분석 결과, 적극적 시민의식의 연대 요소가 사회적기업 지원정책의 집행에 긍정적인 영향을 미치는 것을 확인하였다. 따라서 사회적기업을 포함한 사회적경제의 발전을 위해서는 시민들의 사회적 효능감을 증진하기 위한 정책적 노력이 확대되어야 할 것이다.

영문 초록

As the type and category of social problems expanded, it became complicated that could not be solved only by the state or market mechanism, and a social economy that combines social values and market economy emerged as a new alternative. The government recognizes the usefulness of social enterprises as a voluntary subject of social value creation and provides support policies for them, but the implementation level of support policies for social enterprises varies considerably from local governments. Therefore, in order to promote the implementation of social enterprise support policies, it is necessary to diagnose what factors cause differences across jurisdictions. The political and socioeconomic environment and conditions have been considered important as factors affecting the activism at the local government level. In this study, citizenship held by members of the local community is presented as one of the main environmental variables that affect the implementation of social enterprise support policies. As a result of analyzing local governments' social enterprise product purchases and citizen awareness survey data, it was confirmed that the solidarity factor of active citizenship had a positive effect on the execution of social enterprise support policies. Therefore, in order to develop the social economy, including social enterprises, policy efforts to promote citizens' social efficacy should be expanded.
