기동경찰관의 폭력피해경험이 이직의도에 미치는 영향

국문 초록

코로나19 진정 이후 경찰력이 동원된 집회시위 건수가 더욱 늘어날 것으로 예상되는 가운데 집회시위 관리 및 대응 과정에서 기동경찰관이 폭력피해를 경험할 가능성 역시 늘어날 것으로 예상된다. 즉, 늘어나는 집회시위 건수에 따라 이에 대응하는 기동경찰관의 폭력피해경험 역시 증가할 것인데, 선행연구 분석 결과 이러한 폭력피해경험은 기동경찰관의 이직의도에 영향을 미칠 것이라는 가정에서 이 연구를 수행하였다. 2023년 의무경찰제도가 완전히 폐지되고 경찰관기동대가 이를 대체하는 과정에 있지만, 의무경찰을 대체하는 기동경찰관의 수는 30% 수준으로 매우 부족하다. 이러한 상황에서 기존 기동경찰관 또는 새롭게 유입되는 기동경찰관이 그 업무에서 이탈하게 된다면 법과 원칙이 지켜지는 선진집회시위 문화정착을 위한 기동경찰 본연의 업무를 효과적으로 달성하기 어려울 것이다. 따라서 이 연구는 기동경찰관의 폭력피해경험이 이직의도에 미치는 영향을 분석하고, 기동경찰관에 대한 사회적지지가 폭력피해경험과 이직의도 간의 관계를 조절하는 효과가 있는지 분석하여 기동경찰관의 이직의도를 관리하기 위한 정책적 제언을 제시하는 것이 목적이다. 이를 위해 2021년 서울경찰청 기동본부 소속 기동경찰관을 대상으로 한 설문조사 중 폭력피해경험이 있다고 응답한 829명의 자료를 분석에 활용하였다. 분석결과 기동경찰관의 폭력피해경험이 이직의도에 정(+)적인 영향을 미치는 것으로 나타났으며, 사회적지지가 기동경찰관의 폭력피해경험과 이직의도 간의 관계를 조절하는 효과가 있는 것으로 드러났다. 이러한 연구결과를 바탕으로 기동경찰관의 이직의도를 방지하고 관리하기 위한 정책적 제언을 제시하였다.

영문 초록

As the number of demonstrations mobilized by police is expected to increase after the COVID-19 complaint, the experience of riot police officers in the process of managing and responding to demonstrations is expected to increase. While previous studies have verified the impact of violent experiences on the intention of leaving work, the number of demonstrations and corresponding violent experiences of riot police officers is expected to increase. The mandatory police system was completely abolished in 2023, and police riot police are in the process of replacing it, but the number of mobile police officers who replace compulsory police is very short of 30 percent. In this situation, it will be difficult to effectively accomplish the task of establishing an advanced rally demonstration culture where law and principles are observed if existing or new police officers break away from their duties. Therefore, the purpose of this study is to analyze the impact of violent police experience on the intention to leave work, to analyze whether social support for mobile police has the effect of adjusting the relationship between violent police experience and intention to leave work. Accordingly, 829 people who said they had experienced violence in a survey of riot police officers belonging to the Seoul Metropolitan Police Agency in 2021 were used for analysis. The analysis revealed that the experience of riot police officers has a positive effect on their intention to leave the job, and that social support has the effect of controlling the relationship between the experience of riot police officers and intention to leave the job. Based on the results of these studies, they presented policy recommendations to prevent and manage the intention of mobile police officers to leave their jobs.
