공공기관 기관장 특성과 경영성과간의 관계에 관한 연구

국문 초록

본 연구의 목적은 2011년부터 2015년까지 61개의 공공기관에 대하여 출신배경을 위주로 한 기관장 특성과 함께 법적 기관유형이라는 기관 특성이 경영평가 결과에 미치는 영향을 비교·분석하였다. 연구 목적을 달성하기 위해 기관장 특성은 출신배경, 출신지역, 나이, 교육수준으로 구분을 하였고 출신배경은 정치권, 관료, 외부전문가, 내부승진자로 하였다. 출신지역은 대통령 출신지역을 기준으로 정권, 비정권으로 구분하였고 교육수준은 학사, 석사, 박사로 하여 분석하였다. 공공기관의 특성은 공기업Ⅰ, 공기업Ⅱ, 기금관리형 준정부기관, 위탁집행형 준정부기관으로 구분하였다. 분석 결과, 관료 출신과 정권 지역 출신의 기관장, 그리고 공기업Ⅱ보다는 공기업Ⅰ 유형에서 경영평가 결과를 지지하고 있는 것으로 나타났다. 관료 출신의 기관장이 정치권 출신의 기관장보다 경영평가 결과에 긍정적인의 영향을 주었고 기관장 출신지역이 정권과 유사한 지역일수록 경영평가 점수에 긍정적인 영향을 주는 것으로 분석되었다. 하지만 기관장의 연령과 교육수준에서는 경영평가 결과와 상관관계가 없다는 결론이 도출되었다. 본 연구는 공공기관의 조직구조, 수행 업무 등 기관 특성이 상이하기 때문에 정확한 정답을 제시하기 보다는 이러한 제약을 최대한 극복하여 최적의 범위를 구현할 수 있다는 방향성을 제시한다는 데 더 큰 의미를 부여하였다고 할 수 있다.

영문 초록

The purpose of this study was to compare and analyze the effect of institutional characteristics, such as legal institution type, on the results of management evaluation, along with the characteristics of the head of 61 public institutions from 2011 to 2015, mainly based on their background. In order to achieve the purpose of the study, the characteristics of the head of the institution were classified into background, region of origin, age, and level of education. The region of origin was divided into regime and non-regime based on the region of origin of the president, and the level of education was analyzed by bachelor's, master's, and doctoral degree. The characteristics of public institutions were classified into public corporation I, public corporation II, fund management type quasi-governmental institution, and entrusted execution type quasi-governmental institution. As a result of the analysis, it was found that the managerial evaluation result was supported by former bureaucrats, heads of institutions from political regimes, and SOE type I rather than SOE II. Institutional heads from bureaucrats had a more positive effect on the management evaluation results than those from political circles, and it was analyzed that the region from which the institutional head is from is similar to the regime had a positive effect on the management evaluation score. However, it was concluded that there was no correlation between the age and education level of the head of the institution and the results of management evaluation. Since this study has different institutional characteristics such as organizational structure and tasks performed, it can be said that it is more meaningful to suggest a direction that can realize the optimal scope by overcoming these limitations as much as possible rather than presenting an accurate answer.
