정부 통일교육 자료 공급체계 평가와 개선 방안

국문 초록

2018년 한반도 평화프로세스 재개를 계기로 국립통일교육원과 교육부는 평화ㆍ통일교육을 천명했다. 이후 국립통일교육원은 ‘손안의 통일’ 시리즈, ‘교과용 클립영상’처럼 평화ㆍ통일교육에 활용할 수 있는 도서ㆍ영상을 적극적으로 개발하고, 홈페이지에 ‘자료마당’을 개설하며 통일교육 자료 공급체계를 강화했다. 교육부 역시 평화ㆍ통일교육 자료 홈페이지 ‘통통평화학교’를 개설해 평화ㆍ통일교육 활성화를 도모하고 있다. 하지만, 아직도 국립통일교육원과 교육부의 통일교육 자료 공급체계는현장 교사들의 요구나 기대에 부응하지 못하고 있다. 현장 교사들이 보기에 국립통일교육원과 교육부의 자료 공급은 여전히 소극적이고, 자료를 수업에서 바로 활용하는 데도 불편함이 있다. 국립통일교육원이 활용도가 높지 않고 시의성이 떨어지는 자료까지 홈페이지에 모두 게시해놓는 바람에 오히려 양질의 자료를 찾는 데 어려움을 겪는다는 것도 현장 교사들의 지적 사항이다. 이러한 통일교육 현장의 불편함을 해소하고 요구를 충족시키기 위해 이 글에서는 세 가지 대안을 제시했다. 첫째, 일종의 구독서비스인 국립통일교육원 자료회원 제도를 도입ㆍ운영함으로써 자료 공급이 소극적이라는 평가를 피하고, 공들여 개발한 양질의 자료 활용도도 높일수 있다. 둘째, 이처럼 자료회원 제도를 도입ㆍ운영할 경우 현재보다 더 많은 자료 개발이 필수적인데, ‘원 소스 멀티 유즈’ 방식을 모든 자료 개발의 원칙으로 삼는다면 양질의 자료를 안정적으로 양산할 수 있을 것이다. 셋째, 자료의 효율적ㆍ효과적 이용이 가능하도록 국립통일교육원 홈페이지 ‘자료마당’의 메뉴 구조를 개선해야 한다.

영문 초록

With the resumption of the peace process on the Korean Peninsula in 2018, the National Institute for Unification Education and the Ministry of Education declared peace and unification education. Since then, the National Institute for Unification Education has actively developed books and videos that can be used for peace and unification education, such as the ‘Unification in the Hand’ series and ‘educational clip videos’, and ‘the educational materials section’ was installed on the website of the National Institute of Unification Education. The Ministry of Education is also promoting peace and unification education by opening the “Tongtong Peace School”, a website for peace and unification education materials. However, the unification education material supply system of the Institute for Unification Education and the Ministry of Education has not yet met the demands or expectations of teachers. Teachers are still evaluating that the Institute for Unification Education and the Ministry of Education are passive in providing data, and that it is inconvenient to use data directly in class. Also, some teachers point out that it is difficult to find high-quality materials because even materials that are not very useful and timely are posted on the website of the Institute for Unification Education. Three measures are needed to improve the unification education data supply system. First, by introducing and operating the National Institute for Unification Education’s ‘data membership system’, it is possible to avoid the evaluation that the data supply is passive and to increase the utilization of high-quality data. Second, when the data membership system is introduced and operated, it is essential to develop more data than the present. If the ‘one-source, multi-use’ method is adopted as a principle for all data development, high-quality data can be mass-produced stably. Third, the structure of the National Institute for Unification Education website ‘the educational materials section’ should be improved to enable efficient and effective use of data.
