국문 초록

본 연구는 김정은 정권을 지탱하고 있는 군부 권력변화를 연구하고자 한다. 독재국가인 북한에서 무력의 핵심이고 통치권의 실체인 군부의 영향력은 선군시대에 비해 약화 되었지만, 자력갱생 독자 생존의 길을 지향하는 북한 특성상 여전히 항상성과 지속성이 있다고 할 수 있다. 김정은 시대에 진입해서 김정일 시대와는 다르게 총정치국과 국방성보다는 총참모부가 권력의 핵심으로, 총참모부가 중심이 되서 군을 통제하고 유무형 전력을 시현하고 있다. 김정은 시대 10여년 동안의 주요 군부 엘리트 권력변화는 시기별로 3단계로, 정권초기 리영호, 현영철을 중심으로 하는 구군부 퇴출, 황병서, 리영길, 김수길 등 신군부의 등장, 이후 리병철과 박정천으로 대변되는 안정화된 군부진입 등의 시기로 볼 수 있다. 김정은 시대에 진입하여 김정일 정권과는 다른 군부 다루기와 군부 권력지도에 대한 군부 권력기관과 엘리트별로 다수의 연구와 분석이 있었지만, 이들 연구가 체계적 내지 심층적이지 못하고 피상적이었다. 본 연구에서는 김정은 시대에 북한 군부 권력 이동과 권력기관 변화의 세밀한 분석과 평가를 통해 의미와 시사점을 궁구하고 향후 북한 군 권력지도와 권력 방향을 도출하고자 한다.

영문 초록

This study aims to study the change in military power that supports the Kim Jong-un regime. In North Korea, which is a dictatorship, the military's influence still has homeostasis and continuity due to the nature of North Korea, which pursues the path of independent survival. In the Kim Jong-un era, unlike the Kim Jong-il era, the General Staff is the core of power rather than the General Political Bureau and the Ministry of National Defense. The General Staff is at the center, controlling the military and demonstrating tangible and intangible forces. The changes in the power of the major military elites during the 10 years of the Kim Jong-un era have been divided into three stages. It can be seen as the period of the expulsion of the old military unit centered on Ri Young-ho and Hyun Young-cheol at the beginning of the regime, the emergence of new military units such as Hwang Byung-seo, Ri Young-gil, and Kim Su-gil, and the stabilization of the military entry represented by Ri Byung-cheol and Park Jeong-cheon. This study intends to examine the meaning and implications through detailed analysis and evaluation of the power transfer and changes in power institutions in North Korea during the Kim Jong-un era.
