국문 초록

이 연구는 목민심서의 赴任律己奉公편에서 직업윤리적· 개인윤리적 관점에서 법적· 도덕적 책임성의 구체적 내용을 규명하고자 하였다. 목민심서 12강의 내용은 공직자의 개인윤리로서의 기본자세인 修己직업윤리로서의 행동규범인 奉公위민행정으로서의 治人이라는 범주로 구분할 수 있다. 개인윤리로서의 修己의 현대적 의미는 공직자의 가본자세이다. 공직자의 행정윤리 수준을 향상시킬 직무수행 예측변수로서 책임성은 조직사회부패를 줄이고 신뢰수준을 높여주는 중요한 변수라고 판단되어 목민심서赴任律己奉公에 나타난 책임성의 현대적 의미를 탐색하려는 것이다. 행정책임이 강제적으로 확보되기 보다는 자발적으로 확보될 수 있는 윤리적 분위기를 조성해 가는 주관적 책임이 무엇보다 중요하게 인식되고 공직사회의 기강을 저해하는 부정부패를 일소하기 위해서는 관료제의 외부통제강화보다는 공직자의 자율적 규제를 의미하는 공직자상 확립이 무엇보다도 요청된다. 행동규범에 관한 형식주의를 해소하려면 법적규제로 확립되는 것은 아니며 행정윤리· 직업윤리로서 공무원의 자율적 규제가 바람직하다고 할 수 있다. 더욱이 행정의 전문화· 기술화에 따라 시민통제가 약화될 수밖에 없는 현대적 상황에서 공무원의 자율적 규제는 더욱 중요시 된다. 책임성 확보과정에서 드러난 직무수행 예측변수로서 도덕적 책임성은 공무원의 ‘효과적 업무수행’, ‘과업수행의 적극성·자발성’, ‘국민에 대한 도덕적 책임’의 의미를 포괄하는 것으로 요약 정리하여 제시하였다.

영문 초록

This study aims at investigating concrete contents of the accountability and responsibility revealed inMokminsimseo(Guidelines for Governors) in terms of professional and personal ethics. Personal ethics is a basic attitude of the public servant. Since responsibility as a performance predictor to enhance civil servants' administrative ethics is thought to be a significant variable to reduce corruption and increase trust, concrete contents of the responsibility revealed in Mokminsimseo are examined. As subjective responsibility promoting an ethical atmosphere to secure administrative responsibility not forcefully but voluntarily should be more meaningfully recognized than anything else and corruption hampering the discipline of the public office must be eradicated, civil servants' autonomous restriction, not intensified external control, of bureaucracy is required. In order to get rid of formalism concerning the code of conduct, not only legal regulation but autonomous restriction of administrative and professional ethics is also desired. Moreover, in contemporary situations where citizen control inevitably gets weakened as administration is specialized and technicalized, civil servants' autonomous restriction is further emphasized. In this research, it is suggested that civil servants' responsibility includes their 'effective performance', 'active and voluntary task achievement' and 'moral responsibility for people'.
