국문 초록

코로나19 팬데믹은 아프리카 보건 분야 취약성을 적나라하게 드러냈고, 정치, 경제 사회적으로도 많은 변화를 가져왔다. 정치적으로는 그동안 등한시되었던 보건 정책을 재점검하게 하였고, 경제는 20년 만에 최악의 성장을 가져왔다. 미국은 바이든 행정부에서 아프리카에 대한 정책 변화를 가져왔다. 즉 이전 트럼프 행정부에서 아프리카에 대한 중요성을 무시한 전략이었다면, 바이든 행정부는 아프리카와 새로운 협력을 모색하기 위해 노력하였다. 아프리카에서 정치, 경제 협력을 강화하고 있는 중국의 경우 코로나19 팬데믹 기간 아프리카에 대한 무상지원을 확대하였다. 그러나 중국 역시 코로나19 영향으로 자국의 경제가 악화되는 상황에서 포스트 코로나 시대에 아프리카에 대한 지원이 예전처럼 확대될 가능성은 작다. 하지만, 러시아의 우크라이나 침공 이후 미국과 러시아뿐만 아니라 미국과 중국 간의 갈등이 격화되면서 신냉전 시기가 도래하고 있다. 특히 바이든 행정부는 중국에 대한 반도체 수출 금지 등 중국과의 관계가 급속히 악화되고 있다. 이런 상황에서 미국과 중국은 유엔회원국이 가장 많은 아프리카 대륙에서 우군 확보를 위해 정치, 경제적으로 경쟁이 강화될 것으로 예상된다. 본 논문은 아프리카의 정치, 경제적 중요성이 다시 부각되면서 포스트 코로나19 이후 미국과 중국의 아프리카에서의 영향력을 분석하고자 한다. 이를 위해 미국과 중국의 아프리카 진출을 분석한 Afrobarometer의 사례 분석을 중심으로 살펴보았다.

영문 초록

The COVID-19 pandemic has exposed the vulnerability of Africa's health sector and has brought about political, economic and social changes. Politically, the neglected health policy had to be re-examined, and the economy brought about the worst growth in 20 years. During the COVID-19 pandemic, the United States brought policy changes to Africa under the Biden administration. In the case of China, which is strengthening political and economic cooperation in Africa, it has expanded aid to Africa during the COVID-19 pandemic. However, as China's economy is deteriorating due to the impact of COVID-19, it is unlikely that China's aid to Africa will expand as before in the post-corona era. However, after Russia's invasion of Ukraine, the conflict between the US-Russia as well as between the US-China intensified, leading to a new Cold War period. In particular, US-China relations are rapidly deteriorating as the Biden administration has attempted to ban semiconductor exports to China. Under this circumstance, political and economic competition between the US and China is expected to intensify to secure friendly forces on the African continent, which has the largest number of UN member states. This paper intends to analyze the influence of the US and China in Africa after the post-COVID-19 era as the political and economic importance of Africa has been re-emerged. For this I will focus on the case analysis of Afrobarometer, which analyzed the advances of the US and China into Africa.
