국문 초록

본 연구는 ‘기업가정신이 충만한 혁신강국’을 고찰하고, 기업가정신이 충만한 혁신강국을 실현하기 위한 4가지 철칙으로 자유, 개방, 공정, 상생을 선정하였다. 그리고 자유, 개방, 공정, 상생이 ‘기업가정신이 충만한 혁신강국’을 실현하는데 왜 철칙 인지의 논거와 증거 사례를 살펴보았다. 우리나라는 18세기 전후 본격화된 산업혁명의 세계사의 흐름에서 낙오되어 19세기 중후반부터 20세기 전반기 동안 식민지와 분단의 고통을 겪으면서 세계무대에서 변방국가에 머물러 있을 수밖에 없었다. 그러나 대한민국은 20세기 후반부터 시작한 근대화 과정에서 경제성장과 사회발전을 달성함으로써 2020년부터는 우리나라는 개발도상국의 지위를 벗어나 10대 경제 대국의 위치와 선진국으로 진입했다는 평가를 받고 있다. 그럼에도 불구하고 우리나라는 초고속 압축성장에 따른 정치·경제·문화적 혼란과 갈등구조도 노정하고 있다. 우리나라가 세계의 모델이 되는 선진국으로 발전할 수 있도록 하기 위해서 우리는 대한민국의 선진국가 비전과 전략으로서 ‘기업가정신이 충만한 혁신강국’을 표방해야만 할 것이며, 이를 실현하는데 필수적인 이념적 가치를 명료하게 설정할 필요가 있다. ‘기업가정신이 충만한 혁신강국’은 사회적 문제와 갈등을 창의적이고 혁신적으로 해결하여 경제성장과 사회발전의 선순환을 실현하는 국가를 지향하는 것으로 기업가정신이 충만한 사회국가가 형성되고 작동되도록 하기 위해서는 ‘자유’, ‘개방’, ‘공정’, ‘상생’의 네가지 핵심가치를 철칙으로 삼아야 할 것이다.

영문 초록

This paper defines the concept of an “innovative country enhancing entrepreneurship” and discusses what principles should be taken firmly to achieve it. Freedom, openness, fairness and co-prosperity are selected as “four iron principles” for realizing an innovative country enhancing entrepreneurship. This paper also presents evidence and reasoning why four iron principles are critical in realizing an “innovative country enhancing entrepreneurship.” Korea fell behind in the trend of the industrial revolution, which began in earnest around the 18th century, and suffered from colonialism and division from the mid-19th century to the first half of the 20th century, forcing it to remain a marginal country on the world stage. Korea has achieved economic growth and social development in the process of modernization that began in the late 20th century, and from 2020s, Korea has moved beyond its status as a developing country and has entered the position of 10 major economic powers and advanced countries. Nevertheless, Korea has been falling in the structure of political, economic, and cultural confusion and conflict due to ultra-fast compression growth. In order to enable Korea to develop into more advanced country that can become a model for the world, it has to advocate an “innovative country enhancing entrepreneurship” as the Korea's future vision. The “innovative country enhancing entrepreneurship” aims to be a country that realizes a virtuous cycle of economic growth and social development by solving social problems and conflicts creatively and innovatively. For this, the four core values of 'freedom', 'openness', 'fairness', and 'co-prosperity' should be the iron principles.
