한국 대북NGO의 북한 인도적 지원 및 개발협력 활동의 책무성 인식에 대한 탐색적 연구

국문 초록

연구목적: 본 연구는 한국 대북NGO의 인도적 지원 및 개발협력 활동의 책무성 과 책무성 구성요소에 대한 인식을 확인하고자 함이다. 연구의 중요성: 한국 대북NGO의 책무성에 대한 학문적인 논의가 활발하지 않고, 대북지원 활동이 현저하게 축소된 상황에서도 대북NGO의 책무성에 대 한 인식을 확인하는 연구를 시도했다는 점에서 본 연구의 의의가 있다. 연구방법론: 한국 대북NGO의 대북지원 활동의 책무성 구성요소를 탐색하기 위해 본 연구는 유사한 환경에서 활동하는 한국 개발NGO의 책무성 구성요소 에 관한 신재은(2021)의 연구 결과를 준거 틀로 적용하고, 대표적인 대북NGO 인 우리민족서로돕기와 어린이어깨동무, 대북협력민간단체협의회, 굿네이버 스의 중간관리자(이상)와 심층 인터뷰를 진행하였다. 연구결과: 그 결과, 한국 대북NGO의 책무성 및 책무성 구성요소는 한국 개발 NGO의 책무성 프레임워크의 6가지 구성요소를 일부 수정하여 적용하는 것이 바람직한 것으로 나타났다. 결론 및 시사점: 책무성의 궁극적인 목적인 평화를 포함하고, 일반시민까지 책무성 주체에 포함시킬 필요가 있다. 또한 책무성 프레임워크를 기능적으로만 활용하지 않는 것이 바람직하다. 책무성은 시대적 변화, 의무 부과 주체, 성과, 단/장기의 시간적인 관점 등 변화하는 개념이기에, 본 연구의 결과로 제시된 책무성 프레임워크를 적용해가면서 그 의미를 더욱 명확히 할 필요가 있다. 이와 더불어, 단체별 역량의 차이, 개별단체 뿐만 아니라 한국 대북NGO 그룹에 대한 영향력, 다양한 주체에 대한 책무성의 딜레마를 고려해야 한다.

영문 초록

Purpose: This study aims to confirm the recognition of the accountability of humanitarian aid and development cooperation activities of South Korean NGOs on North Korea. Originality: It is significant in that it attempted a study to confirm the awareness of the accountability of South Korean NGOs even when academic discussions about it were not active and humanitarian activities to North Korea were significantly reduced. Methodology: It applied the results of Shin (2021)'s research on the accountability components of Korean development NGOs operating in a similar environment of South Korean NGOs on North Korea. It conducted in-depth interviews with the directors of ‘Korean Sharing Movement’, ‘Okedongmu children in Korea’, ‘Korea Ngo Council for Cooperation with North Korea’, ‘Good neighbors’. Result: As a result, it was found that it is desirable to partially modify and apply the components of the accountability framework of the Korean Development NGO. Conclusions and Implication: It is necessary to include peace as the ultimate purpose of accountability, and to include the public as the subject of accountability. In addition, it recommends not to utilize the accountability framework functionally only. Accountability is a changing concept according to times, subject of obligation, performance, and short/long-term time perspective, so it is necessary to clarify its meaning when applying the accountability framework presented as a result of this study. In addition, it is necessary to consider the differences in capacity of organization, influence on not only individual organizations but also South Korean NGO groups, and the dilemma of accountability for various subjects.
