국문 초록

한국의 사회와 정치는 지금의 어중간한 수준을 벗어나서 미국이나 유럽 선진국들과 같은 성숙한 단계로 발전해야 한다. 국민의 안전, 부의 분배, 삶의 질, 사회 통합성, 다원성의 인정과 타협, 제도화, 정치·경제제도의 포용성, 공공선의 추구 등 거의 모든 면에서 그렇다. 이를 위해 가장 효과적인 방법은 명실상부한 ‘공화국 건설’(republic -building)을 추구하는 것이다. 대한민국 헌법은 이미 ‘(민주)공화국’을 우리의 국가적 정체성, 추구할 이상적 국가상으로 제시하고 있다. 그러나 우리 한국은 공화국의 중요성과 필요성을 간과해왔다. 최고의 정치사상 이론가인 비롤리의 공화주의 주장을 응용하면, 크게 세 가지 요건이 필요하다. 첫째, 우리 사회와 정치는 공통으로 공화주의의 ‘자유,’ ‘정의로운 법제도,’ ‘공공선,’ 그리고 ‘애국심’의 중요성과 필요성을 인식하고 실행해야 한다. 둘째, 우리 정치는 정의롭고 공정한 법과 훌륭한 정치·군사제도를 만들고 ‘말하는 기술’을 습득해야 한다. 셋째, 우리 사회는 ‘시민적 덕성’을 갖추어야 한다. 대한민국 헌법이 규정한 ‘공화국’을 진정성있게 추구하면, 한국의 사회와 정치는 성숙한 발전을 이루게 될 것이다.

영문 초록

The Korean society and politics must be developed to the level of the United States or Western European countries, especially in such respects as citizens' safety, proper distribution of wealth, quality of living conditions, social integration, acceptance of diversity and compromise, institutionalization, inclusiveness of political and economic institutions, and pursuit of public goods. One of the most effective ways to realize this goal is to transform Korea into a true republic, consistent with the Constitutional identity of Korea as a “Democratic Republic” (clause 1:1). The importance of republic-building has been neglected in the Korean society, politics, and education. This paper revisits Maurizio Viroli's theory of Republicanism, to derive lessons for the Korean society and politics. Both the society and the politics must understand the necessity and importance of Republican freedom, just law system, public goods, and patriotism, and take appropriate actions. Furthermore, the politics must create just and fair law, sound political and military institutions, and ‘the art of communication’. The society must acquire civic virtue. Pursuing a 'Republic state', Korea will attain mature social and political development.
