공동체주도 발전 사례연구: 홍천군 열목어마을

국문 초록

본 연구는 사례연구를 통해 공동체주도 지역발전의 가능성을 탐색하는 것을 목적으로 한다. 마을공동체 사례를 선정하여 해당 공동체의 조직 및 활동을 관찰하고, 이를 통해 나타나는 공동체주도 발전의 전개와 결과를 제시하고자 한다. 특히 공동체주도 발전 패러다임에서 소홀히다루는 공동체의 정체성에 대한 논의를 포함한다는 점에서 선행연구와 차별성을 지닌다. 본 연구에서 선정한 사례는 강원도 홍천군의 열목어마을로, 지리적으로 고립되어 있어공공서비스에서 소외되고 관계 법령에 의해 지역 개발에 대한 규제를 받는 산골마을이다. 열목어마을의 공동체주도 발전은 마을공동시설 부재에 따른 불편을 해소하기 위한 노력에서 시작되었다. 정부부처의 공모사업 유치와 함께 Merchant(2010)가 제시한 공동체의 정체성에 대한 구성원 간 합의가 나타났다. 이러한 노력을 통해 열목어마을은 사회적 자본의 핵심요소들이 향상되었고, 경제적･문화적･사회적 서비스의 향상이 나타났다. 열목어마을 사례의 시사점은 첫째, 공동체의 발전에 있어서 자체적인 공동체 정체성의 형성과 합의는 명확한 목표와 방향을 견지할 수 있게 하며, 일관되고 자발적인 참여를 끌어낼 수있다. 둘째, Coleman(1988)이 제시한 폐쇄적 연결망과 같은 마을 조직의 구성은 의사결정 및참여에 있어 여러 조직 간 의견과 참여가 가능한 토대가 되며, 이를 통해 투명성과 공개성, 상호 감시 및 기대를 확보하며, 갈등을 사전에 완화할 수 있는 기제로 작동한다. 셋째, 공동체주도 발전에 있어 경제적 측면뿐만 아니라 사회적‧문화적 측면도 확보되어야 공동체 구성원의 사회적 화합과 연대가 강화될 수 있다.

영문 초록

The purpose of this study is to explore the potentiality of community-driven development through case study. The case selected in this study is Lenok Village in Hongcheon-gun, Gangwon-do, which is alienated from public services due to its geographical isolation and is regulated for regional development by environment-related laws. Community-driven development in Lenok Village began from resolving the inconvenience caused by the absence of village common facilities. Along with obtaining public funding projects from government ministries, consensus among members about the identity of the community, as suggested by Merchant (2010), has appeared. Through these efforts, Lenok Village has improved the core elements of social capital and has continuously improved economic, cultural and social services. The implications from the case of Lenok Village are suggested as follows. First, the formation and agreement of community identity in community development allows a community to adhere to clear goals and directions, thus leading to consistent and voluntary participation. Second, the composition of village organizations, such as closed network proposed by Coleman(1988), becomes the basis for opinions and participation among various organizations in decision-making and participation, thereby resulting in securing transparency, openness, mutual monitoring and expectations, and easing conflicts in advance. Third, social harmony and solidarity among community members can be strengthened only when not only economic but also social and cultural aspects are secured in community-driven development.
