대북 인식의 정권-주민 이원론

국문 초록

대북 인식에 있어 북한 정권을 보는 인식과 북한 주민을 보는 인식은 서로 구분되기도 하고 그렇지 않기도 한다. 이 글에서는 통일부 학교통일교육 실태조사자료를 이용하여, 대북 인식에서 정권과 주민이라는 두 가지 대상이 분리되고 있는지 그리고 누가 그런 이원론적 대북인식을 갖고 있는지 또 그런 대북 인식이 여타 통일 인식과 어떤 관계를 갖는지 분석한다. 남자 대학생의 대북 인식은 여자 대학생에 비해정권과 주민을 더 분리한다는 점에서 이원론적이다. 그리고 북한을 이원론적으로 인식할수록 현재 한반도의 상황이 평화롭지 않다고 생각하고, 또 통일 가능시기를 먼 미래 또는 불가능으로 전망한다. 특히, 정권과 주민을 완전히 분리하여 북한을 바라보는 대학생은 통일이 불가능하다고 보는 인식 비율이 가장 높다. 통일 가능성이 낮다고 생각하면대체로 통일비용 마련도 필요하지 않다고 보기 때문에 강한 이원론의대북 인식 집단은 통일 가능성을 낮게 평가하고 또 통일비용 마련 필요성 역시 낮게 평가한다. 대외정책의 행위주체뿐 아니라 대상에서도 정권과 국민은 구분되어 접근되어야 한다. 북한이 제재의 대상이든 지원의 대상이든, 정권과 주민을 구분하고 대북 정책을 추진해야 정책 효과를 높일 수 있다.

영문 초록

The attitude towards the North Korean regime and the attitude towards the North Korean people may or may not be distinguished from each other. Utilizing a survey data of college students, this paper reveals 1) whether South Koreans perceive the North Korean regime and the North Korean people separately, 2) the commonalities of people who demonstrate a dualistic attitude towards North Korea, and 3) how such dualistic attitudes relate to other reunification issues. When perceiving North Korea, South Korean male students are more likely to separate the North Korean government from the North Korean residents than South Korean female students. Furthermore, those who have dualistic attitude towards North Korea are more likely to believe that the current situation on the Korean Peninsula is not peaceful, and that Korea’s reunification is unrealistic. In particular, college students who separately perceive the North Korean regime and residents have the least prospect of reunification. The group with a strong dualistic attitude towards North Korea, downplaying the possibility of reunification, also underestimates the need to prepare for reunification costs. The regime and the people, as an actor or a target of foreign policy, should be separately understood from each other. An effective policy towards North Korea can be achieved by dividing the country into its regime and its people, whether they be a target of sanction or aid.
