공공서비스디자인관점에서 국립박물관단지 어린이박물관 건립과정의 시민참여에 관한 실행연구

국문 초록

이 연구는 국립박물관단지 어린이박물관의 건립과정에서 수행한 국민정책디자인단활동을 공공서비스디자인관점에서 운영과정 전반을 점검하고, 일련의 과정에서 나타난 시민의 역할과 박물관의 시민참여를 위한 여건을 모색하는 실행연구(action research)이다. 국민정책디자인단 운영은 한국디자인진흥원이 제시한 일반적인 국민정책디자인프로세스에서 개인·그룹면접과 의견반영을 위한 협업, 결과를 연구참여자에게 전달하는 피드백 등을 추가하여 진행하였다. 자료의 수집방법으로 참여관찰과 개인심층면접, 집단초점면접을 사용하였으며, 연구참여자는 참여신청서를 토대로 유의표집을 통해 어린이, 부모, 교사를 선정하고, 국민정책디자인단을 운영하는 서비스디자이너, 공무원 등 다양한 이해관계자가 참여할 수 있도록 삼각화기법(triangulation)으로 구성하였다. 연구의 분석 결과, 박물관 건립과정에 참여한 시민은 공공서비스의 공동생산자로서스스로 인식하고 능동적 시민의 역할을 하고 있음이 확인되었다. 박물관의 시민참여를 위한 제언은 다음과 같다. ① 박물관의 건립과정에서부터 시민의 참여가 적극적으로 이루어질 수 있어야 한다. ② 정책의 공급자와 소비자가 균형과 상호소통을이루어야 한다. ③ 시민이 박물관의 사용자이자 공동생산자라는 인식에 대해 사회적 당위성과 합의가 이루어져야 한다. ④ 박물관건립을 하나의 문화적 행위로 바라보고 사회와 지역, 공동체로 확장하여 바라보는 시선이 필요하다. 본 연구는 박물관건립과정과 시민참여를 공공서비스관점에서 분석하고, 제안된 의견을 현장에 반영한 점에서 연구의 의의가 있다.

영문 초록

This study is an action research to examine operation process of the Participatory Public Service Policy Design Group in the National Museum Complex of KOREA Children's Museum. It is the perspective of public service design and to explore the role of citizens and civic participation. In this study, participants in the study selected children, parents, and teachers through a purposive or judgmental sampling based on the application for participation. By adding service designers and public officials, the triangulation technique was used so that various stakeholders could participate. As a result of the analysis of the study, it was confirmed that citizens who participated in the museum construction process recognized themselves as co-producers of public services and played an active role as citizens. It led to the following deductions and conclusions. ① Citizens should be able to actively participate from the establishment process of the museum. ② Policy providers and consumers must achieve balance and mutual communication. ③ The social justification and consensus must be reached for citizens to participate as users and co-producers of the museum. ④ It is necessary to view the establishment of a museum as a cultural activity and expand it to include society, region, and community. This study is meaningful in that it analyzes the museum establishment process and citizen participation from the point of view of public service, and reflects the suggested opinions in the field.
