일본의 노동인구 이동에 따른 사회정책의 변화와 그 수렴과정에 관한 연구

국문 초록

본고는 일본 사회에서의 타자와의 의사소통과 노동력 확보를 위해 사회 시스템 안에서 통합을 위해 외국인을 위한 언어 교육의 중요성과 그 정책의 형성과정에 대해서 분석하였다. 역사적으로 일본은 단일혈통을 우선시하고, 특히 단순노동의 저임금 외국인 노동자에 대해서는 차별과 배제로 일관하였다. 그러나 다양한 민족의 유입으로 다문화 사회로 변화하였으며 앞으로는 저출산·초고령 사회가 심화될 것으로 예상되기 때문에 생산현장 및 기업부문에서 노동력 부족을 초래하고 지속적인 경제성장을 이루기 위해서는 외국인 유입정책 및 노동력 확보를 위한 정책이 필요하다. 그러나 일본 사회는 다양성이 존중되고 안전한 사회를 조성하기 위해서 외국인에 대한 기본적인 인식변화가 필요하며, 이를 극복하기 위해서는 정부 차원의 사회통합정책뿐만 아니라 법률적·제도적 정비를 통해 지속적인 변화가 필요하다. 본고의 향후 과제는 일본 사회 시스템 안에서 리스크·커뮤니케이션 문제를 해결하기 위해 계량자료를 이용하여 적인 정성적인 분석이 필요할 것으로 생각된다.

영문 초록

Japan traditionally sees foreigners as subjects for discrimination, exclusion, and management due to its belief in a single nation state and jus sanguinis. Immigration policies only emphasize efficient management of foreigners as a labor force. Japan is entering an era of super-aging society due to low fertility rates and has been pushing strategies to bring in foreign talent to improve fundamental productivity. These strategies include amending the Immigration Control Act, introducing a functional training system, and establishing policies to attract foreign students. Japan’s multicultural policy is also called “multicultural symbiosis.” The Multicultural Coexistence Policy implemented in 2006 includes local governments establishing a department that will support foreigners by providing legal counseling and affordable public rental housing, aiming to help migrants adapt to Japanese society. Foreigners who do not speak Japanese as their native language experience difficulties living in Japan. As a part of the multicultural symbiosis policy, Japan, since 2007, defined foreigners a disadvantaged group, which means they are to be taken care of by the government with extra care, and provided Japanese language education. Therefore, the Japanese language education project aims to help improve “the livelihood of foreigners” by helping them acquire the Japanese language skills necessary for everyday life. The Japanese language education policy contributed greatly to the spread of Japanese language education for foreigners who have moved to Japan. Starting in 2016, Japan changed the framework of the Japanese language education project. Foreigners are no longer classified as a disadvantaged group but as a partner group that shares Japan’s future and encouraged to think of themselves that way.
