국문 초록

이 연구는 1943년 12월 조선총독부가 설립한 기업정비 특수법인으로 조선중요물자영단의 설립·활동·성과에 주목해서 전시체제 말기 식민지 군수동원과 기업정비 실태를 실증적으로 검토하였다. 1943년 말 조선총독부는 일본 국내로부터 기업정비 정책의 영향, 경제통제의 강화, 운송력 제약 등 전시 통제경제의 불가역적인 변화에 직면하면서 종래 `유지와 육성`의 중소상공업 정책을 전환해서 `정비와 육성`을 특징으로 하는 본격적인 기업정비 정책을 추진하였다. 1943년 6월 이래 조선총독부는 기업정비위원회의 결성, 기업정비 자금조치법의 공포, 감세조치를 위한 상법 개정 등 제도정비와 함께 1943년 12월 기업정비 특수법인으로 자본금 1,000만 원의 조선중요물자영단을 설립하였다. 1944년 4월 조선중요물자영단은 63개 업종을 지정해서 본격적인 기업정비 활동을 추진하였다. 그러나 기업정비의 활동과 성과는 당초 계획과 달리 부진을 면치 못하였다.

영문 초록

This study intends to substantiate the circumstances surrounding the logistical mobilization and industrial readjustment in colonial Korea during the late wartime period with a focus on the foundation, activities and achievements of Choson Key Commodities Corporation, a special-purpose corporation organized by the Japanese Government General of Korea in December 1943. At the end of 1943, the Japanese Government General of Korea faced irreversible changes in the wartime controlled economy including the impact of policies for industrial readjustment from mainland Japan, tightened economic controls and transport capacity restrictions and accordingly switched the orientation of its commercial and industrial policies for small and medium businesses from “maintenance and promotion” to “readjustment and promotion.” Since June 1943, the government-general had taken institutional arrangement measures such as organizing a committee for industrial readjustment, promulgating the Industrial Readjustment Funds Act and making an amendment to the commercial code for tax reduction purposes, in addition to founding Choson Key Commodities Corporation in December 1943 as a special-purpose entity with a capital of 10 million Korean won. In April 1944, the special-purpose corporation designated 63 types of industry to initiate all-out industrial readjustment activities. However, the industrial readjustment policies ended up with poor results contrary to its intentions or expectations.
