국문 초록

1941년 일본 상공성은 경제신체제확립요강의 공포와 함께 산업 통제의 내외지 일원화원칙을 결정하고, 중요 산업의 생산, 배급, 소비 부문에 걸친 산업별 통제회 창설을 추진하였다. 이 가운데 화학공업통제회의 조선 진출 문제는 제국정부와 식민정부의 대립ㆍ갈등이라는 이른바 ‘제국의 긴장’을 초래하였다. 조선총독부는 화학공업통제회의 조선 진출을 당시 조선총독이 장악했던 종합행정권을 침식ㆍ훼손하는 중대 사안으로 간주해서 산업통제의 내외지 분리 원칙을 주장하였다. 이후 조선총독부는 제국정부를 비롯한 화학공업통제회와 다양한 절충ㆍ협의를 거쳐 1943년 5월 화학공업통제회 조선 지부 설치를 결정하였다. 그러나 화학공업통제회 조선 지부 활동은 조선총독부가 주도하는 화학공업의 증산정책과 산업 통제의 대리기구에 불과한 것이었다. 결국, 화학공업통제회의 조선 진출 문제는 1942년 말 제국정부가 추진한 내외지 행정 일원화를 동화주의 식민통치 이데올로기의 ‘제도적 완성’으로 파악했던 종래 山本의 주장에 대한 재고를 시사한다.

영문 초록

In 1941 the Ministry of Trade and Industry of Japan decided to establish a new economic regime and adopt a principle of Japan-Joseon unification of industrial control and promoted the creation of industry control associations for the regimentation of production, distribution and consumption in major industries. Above all, the advance of the Chemical Industry Control Association into Joseon led to the so-called “tension of the empire” which can be characterized as a confrontation and conflict between the imperial government and the colonial government. The Japanese Government-General of Joseon regarded the association’s advance into Joseon as a critical issue that would erode the Governor-General’s general administrative authority of that time on the Joseon Peninsula and accordingly insisted that industrial control be separated between Joseon and Japan. Subsequently, the Government-General decided in May 1943 to set up a branch of the Chemical Industry Control Association in Joseon, through compromises and negotiations at various levels with the imperial government as well as the association. However, the association’s branch active in the colonial country ended up just as an agency for the promotion and control of the chemical industry led by the Government-General. In the end, the issue of the Chemical Industry Control Association’s advance into Joseon suggests the need to reconsider the argument of previous studies that the administrative unification of Joseon and Japan pursued by the imperial government at the end of 1942 should be recognized as the “institutional completion” of the assimilation ideology of Japanese colonialism.
