일본 항공업의 규제개혁과 경쟁구조의 전환

국문 초록

본고는 항공시장의 규제개혁을 통해 경쟁체제가 도입되었음에도 불구하고 제도적 관성으로 인해 정부 개입이 완전히 청산되지 못함에 따라 발생한 시장왜곡과 이로 인한 문제점을 논하고자 한다. 규제개혁은 정부의 과도한 규제가 해당 산업의 경쟁력을 저하시킨다는 문제의식에서 정부의 규제를 완화 혹은 철폐함으로써 경제주체의 자율적 성장을 유도하고자 하는 것이다. 그럼에도 불구하고 여전히 JAL과 같은 특정 기업에 대한 정부의 간접적인 개입이 계속되었음은 부인할 수 없다. 이는 규제개혁의 한계를 보여 주는 것으로, JAL의 경쟁력을 강화시키기보다는 장기적으로 내부 합리화를 지체시키는 외부적 조건이 되었다. 이러한 실책은 JAL이 JAS를 통합한 이후 증폭되어 나타났다. 그 결과 JAL은 사실상 경영파산에 이르러 국민부담을 전제로 한 정부구제를 신청하지 않을 수 없었다. 이와 같이 일본 항공업의 규제개혁은 정부의 개입주의를 지속하는 것이 정부와 기업모두에게 얼마나 많은 대가를 지불해야 하는지 제시하고 있다.

영문 초록

The purpose of this paper is to examine the market distortions that have occurred under the government intervention not removed due to institutional inertia, even though the competition system was introduced through the deregulation reform of the aviation market. The Japanese government dismantled the monopolistic market system through the regulatory reform progressively and extended the consumer welfare. Nevertheless, the indirect intervention of Japanese government for a particular company such as JAL still continued. This weakened the competitiveness of JAL, which was seriously damaged after merging the JAS. As a result, JAL became bankrupt and was reorganized with the burden laid on the people. Civil aviation industry of Japan sacrificed huge consumer utility for its regulatory reform because of the unsophisticated government paternalism.
