일본의 재정투융자 개혁과 일본형 공적 금융시스템의 변용

국문 초록

전후 일본의 금융시스템 하에서 정부는 민간금융 시스템에 대한 다양한 규제를 통해 금융 시장에 적극적으로 개입해 왔으며, 또한 정책금융 등 공적 금융을 통해 정부가 금융 시스템에서 핵심적인 역할을 담당하였다. 그러나 1990년 거품경제의 붕괴를 계기로 하여, 종래 일본의 금융시스템은 안정성을 유지할 수 없게 되었으며, 도덕적 해이의 발생, 비효율성의 문제 등이 표면화하였다. 1990년대 금융 개혁과 재정투융자 개혁은 자기책임원칙의 강화에 의한 시장원리의 철저를 강하게 의식한 것이다. 본 논문에서는 재정투융자 중에서도 공적 금융(특히, 정책금융)에 초점을 맞춰 1990년대 금융 개혁, 재정투융자 개혁 이후에 일본형 금융시스템이 어떻게 변화하고 있는지에 관해서 분석을 하고자 하였다. 재정투융자 및 정책금융의 규모는 점차 축소하고 있지만, 이러한 점에 주목하여 새로운 일본의 금융시스템이 영미형으로 수렴되고 있다고 보는 것은 타당하지 않다. 재정투융자 전체의 규모는 축소하고 있지만, 산업투자의 규모는 유지되고 있다. 산업투자는 종래 정책금융기관 등을 통해 출자금으로 활용되었지만, 최근에서는 관민펀드에 사용되는 비율이 높아지고 있다. 산업투자를 이용한 관민펀드의 활성화에 주목한다면, 새로운 금융시스템에 있어서도 정부는 금융 시장에 발생하는 리스크를 적극적으로 부담하고 있다고 할 수 있다. 즉, 새로운 일본의 금융시스템 하에서 정부는 여전히 금융 시장의 심판자로서의 역할뿐만 아니라, 중요한 시장 참여자로서의 역할을 담당하고 있다.

영문 초록

Under the post-war financial system, Japanese government actively involved in the financial market through various regulations on private systems and played a central role using public finance such as policy loans. However, such financial system lost stability after the burst of bubble economy in the 90s, which also brought to surface problems like moral hazard and inefficiencies. Japan’s financial reform and the Reform of Fiscal Investment and Loan Program in the 90s were conscious of the market principles strengthened by principles of liabilities. This article provides analysis on the transformation of Japanese-style financial system after the financial reform and the Reform of Fiscal Investment and Loan Program in the 90s in light of public finance, in particular policy loans. The decrease in the scale of Fiscal Investment and Loan Program and policy loans do not necessary suggest the convergence of Japanese financial system to Anglo-American system. The total amount of Fiscal Investment and Loan Program is indeed being downsized but the Special Account for Industrial Investment is being maintained. Industrial fund has traditionally been used as company investment, but recently, the proportion of its usage in public-private fund is getting higher. Focusing on public-private fund derived from industrial fund, Japanese government actively bears risks of financial market under the new financial system. That is to say, Japanese government still plays the role of arbiter and important market participant.
