국문 초록

본 글은 북한 김정은 정권의 핵개발과 ‘신 외교’에 어떠한 요인들이 얽혀있는지 살펴보고자 한다. 핵을 보유한 북한이 2018년 이후 시작한 협상 외교를 본 글에서 ‘신 외교’라 명명한다. 전문가들 사이에선 북한이 정상국가화로 국제사회에 편입 및 내부 경제회생을 목표로 한다는 해석과, 대북 제재 완화 및 미국의 군사공격을 피하기 위한 일시적 전략일 뿐이란 분석도 있다. 어느 쪽이든 사실상 이미 핵을 보유한 북한과 대화와 협력에 나서는 것은 그 자체로 불안정함과 심각한 위협 요소를 내재하고 있음은 분명하다. 그렇다면 왜 북한은 핵⋅미사일 능력을 과시하면서 신 외교로 선회하게 되었는지, 김정은 정권이 새로운 외교를 통해 얻고자 하는 것은 무엇인지에 대해 알아볼 것이다. 나아가 김정은 정권의 핵 개발과 외교 행보는 향후 어떻게 전개될 것인지 전망해보고자 한다.

영문 초록

The purpose of this article is about searching the factors of North Korean leader Kim Jong-un s nuclear development and decision-making process in ‘new diplomacy’. In this article, the term ‘New Diplomacy’ means DPRK s diplomatic negotiation strategy as a de-facto nuclear state, which has started since 2018. About interpreting DPRK s intention, there is a dispute between experts. Some experts claim that DPRK is trying to gain recognition from international world and revive its internal economy by ‘state normalization strategy’. However, other experts argue that DPRK s intention is solely devoted to weakening international sanctions upon itself and avoiding USA s military strike by making temporal diplomatic concession. No matter which argument is correct, it is clear that talking and cooperating with DPRK which possessing nuclear weapons is unstable and potentially risky task. The question is that why DPRK has changed its course to ‘New Diplomacy’ while showing off its Nuclear and missile capabilities? What is Kim Jong-un trying to achieve through ‘New Diplomacy’? Which direction will DPRK take on its nuclear development and diplomatic performance in the future? Searching the answers for these questions is the main goal of this article.
