국문 초록

한국의 행복 지수는 OECD 국가 중에 최하위권에 있으며 그 원인으로 정부의 행정, 정책과 관련된 문제점을 지적하고 있다. 행복은 거버넌스의 질 향상과 더불어 효과적인 사회 및 정치 기관, 높은 신뢰와 사회적 응집력 같은 정책의 효과에 중요하게 작용하는바, 행복과 연계되어 효과적인 정책 구현이 필요하다. 다양한 연구에서 공공정책과 행복이 여러 사회적 요인과 연관되어 있으며, 정부 신뢰, 계층이동 가능성과 더불어 사회적 자본을 향상할 수 있음을 강조하고 있다. 이론적 근거를 바탕으로 본 연구에서 정부 정책과 행복의 관계를 살펴보고 정부 신뢰와 계층이동 효과에 대한 함의를 제시하였다. 연구 결과 정책에 대한 만족도가 높을수록 행복이 증가하였으며, 정부 신뢰, 계층이동 가능성이 정의 영향을 미치는 것으로 나타나 공공정책에서 행복 조치에 대한 평가의 근거를 뒷받침하였다. 결론적으로 정부에 대한 신뢰와 계층이동 가능성은 행복이 선행되어야 하며, 시민의 행복을 고려한 공공정책의 질을 높이는 방안이 검토되어야 한다.

영문 초록

Korea’s happiness index ranks at the lowest among OECD countries, caused by problems related to government administration and policies. Happiness plays an important role in the effectiveness of policies such as effective social and political institutions, high trust, and social cohesion along with improving the quality of governance. Thus effective policy implementation is needed in conjunction with happiness. Various studies have emphasized that public policy and happiness are related to various social factors, and that social capital can be improved along with government trust and subjective socioeconomic mobility. Based on the theoretical basis, this study examines the relationship between government policy and happiness, and suggests implications for the effect of government trust and socioeconomic mobility. As a result of the study, the higher the satisfaction with the policy, the higher the happiness, and it was confirmed that government trust and the possibility of socioeconomic mobility had an positive effect, supporting the basis for evaluating happiness measures in public policy. In conclusion, happiness should come first in trust in government and subjective socioeconomic mobility, and measures to improve the quality of public policy considering the happiness of citizens need be considered.
