미국의 공무원 연금개혁과 공무원 노동조합

국문 초록

본고에서 는 먼저 미국에서 공무원 노동조합이 형성되는 과정과 민간부문의 약화 속에 공무원노조가 강화되는 배경을 살펴 본다. 이후 강화된 교섭력을 바탕으로 공무원의 임금, 복리후생 및 연금제도가 향상되는 과정을 살핀다. 그리고 연금제도의 강화가 2008년 경제위기와 함께 정부의 재정적자 원인으로 대두되면서 발생하는 공무원 연금개혁에 대한 주정부와 공무원노조간의 갈등을 사례중심으로 살펴본다. 최근까지 미국의 공무원 연금개혁은 아직 진행 중이지만, 공무원노조는 재정적자의 원인이 높은 임금과 과도한 연금제도라는 주장에 대해 반대입장을 명확히 하고 있다. 그러나 일부 주에서는 연금개혁과 같이 진행되는 공무원 노조활동 제한으로 공무원노조의 쇠락을 경험하고 있다. 이러한 미국 사례를 바탕으로 우리가 최근 경험한 연금개헥 에 대한 갈등에 있어서, 연금개혁에 대해 원인보다는 향후 미래를 대비하는 자세로 정부와 노동조합이 함께 대응해야 할 것 이라는 시사점을 제시해 보고자 한다.

영문 초록

Since the middle of the 20th century, public sector unions in the U.S have grown dramatically in contrast to private sector unions, global competition and business restructuring among other reasons, As a result. public-sector unions have advantages over traditional private unions: using their political process of election they can exert far greater influence over their members employers. In the turbulent social milieu seen since the financial crisis of 2008. small government, spend-cutting politicians have used the correlation between public sector union strength and increased government spending to target unions bargaining powers, public sector employee wages. employment guarantees. and pensions. In response. unions hold that the negative perception on the sky-rocketing pension program costs is incorrect. and instead argue severa : factors are important: a misunderstanding of pension and profit scheme management, local governments resolution time shortage of unfunded liability, local governments inability to pay pensions into the future, and structural differences between defined contribution and defined benefit. Many state governors and legislatures as well as municipalities nonetheless have attempted to reform pension programs. but their reform results have varied depending on each state s judicial review. resulting in inconsistent judgments and results. Analysis of these reform efforts and legal decisions suggest important consequences for public sector pension reform.
