테러 위험인식이 대학생 국가 안보인식 형성에 미치는 영향

국문 초록

뉴테러리즘 시대에 접어들어 테러는 이제 국가 안보영역에 있어서 중요한 자리를 잡고 있음에도 정작 테러의 위험성에 대한 인식을 국가 안보인식과 연결시켜 파악해 보려는 노력은 그간 미진했던 것으로 보인다. 또한, 과거 권위주의 시절 국가안보 및 이와 관련된 교육·홍보가 정권안보 차원에서 진행됨에 따라 사회 전반적으로 국가 안보인식에 대한 부정적 시각이 팽배하여 최근에는 관련 사회현상을 국가 안보인식과 연계하여 연구하는 작업들이 크게 감소하였다. 더불어, 테러와 기능적으로 밀접한 미디어의 테러 관련 보도에 있어서도 국가 안보인식에 이 미디어 보도속성이 가하는 영향에 대한 연구도 희소하였다. 따라서, 이 연구는 우리나라 대학생들의 국가 안보인식(안보상황에 대한 평가 및 안보사건 관련 관심도)에 테러의 위험성에 대한 인식이 영향을 미치는지를 확인해 보고, 아울러, 테러에 대한 미디어보도속성이 대학생들의 테러 위험인식이 국가 안보인식에 영향을 미치는 데 있어서 어떠한 조절효과를 나타내는지를 확인하고자 하였다. 이를 위해 6개 대학 학생들로부터 획득된 설문지(351매)를 바탕으로 구성 관측 변수들의 타당도 및 신뢰도 검증을 진행한 뒤 회귀분석을 통해 가설검증을 실시하였다. 분석결과 대학생들의 테러 위험인식이 높아질수록 국가 안보인식의 구성요인인 안보상황에 대한 평가 및 안보 관련 관심도 역시 높아지고 있음을 확인할 수 있었다. 아울러, 미디어가 그들의 가치와 철학을 수용자들에게 전파하여 결국 자신들의 의지를 미디어 수용자들에게 불어 넣는다는 ‘미디어 의존이론’을 중심으로 설정된 가설(‘미디어 보도 속성이 테러 위험인식이 국가 안보인식에 영향을 미치는데 있어서 조절 효과를 보일 것이다’)은 통계적으로 유의미하지 않아 실제 적용되지 않음을 파악하였다. 따라서, 이 논문은 첫째, 대학생들의 국가 안보상황 관련 자신감 고취 및 관심 제고를 위해 테러 관련 미디어 보도의 양적 확산과 심층 분석과 같은 질적 향상을 제안하였고, 둘째, 국가 안보인식에 주요한 변인인 북한 문제에 대한 관심 고조를 위해 북한 사이버 테러 관련 언론 홍보 등을 강조하였고, 셋째, 대학생들의 사이버 테러 관련 관심 증대를 위해 ‘버그바운티’와 같은 신고 보상제를 확대함으로써 이들의 테러 위험인식과 국가 안보의식을 동시에 제고할 필요성을 각각 제언 하였다.

영문 초록

Although the terrorism has occupied an important position in national security section through passing on the threshold of Neo-Terrorism era, the effort to link the terror risk perception with awareness of national security has seemed to be lack. In addition, the research which studies the impact of media attribute to terror between terror risk perception and awareness of national security has also been scarce. Thus, this thesis tried to confirm the impact of the terror risk perception on awareness of national security and then to figure out the moderating effect of media attribute to terror between the terror risk perception and awareness of national security which is mainly comprised of the evaluation to national security situation and the level of the personal interest to national security incident in South Korean university students. In doing so, this study performed the regression analysis to verify hypotheses after validity and reliability verification of developed items on the basis of 351 questionnaires received from the 6 universities’s students. According to the analysis, the higher was the terror risk perception of students, the better were their evaluation to national security situation and also the interest to the national security incidents, additionally, the hypothesis related to the media dependency theory which media would leads its recipients to media’s values and thoughts was not statistically significant. In conclusion, this thesis suggested the followings. First, we should develop the quantitatively and qualitatively media report to terror in order for students to boost the confidence to the national security situation and to pay attention to the national security incidents. Second, we should aggressively publicize the North Korean cyber terrorism to pay attention to the awareness of national security which is mainly comprised of North Korean matters. Third, we should make use of the report incentives such as the Bug-Bounty in order for the university students to pay attention to cyber terrorism.
