국문 초록

부동산 시장은 부동산의 특성으로 인해 일반 재화시장과는 다른 여러 가지 특성을 지니고 있다. 부동산은 위치의 고정성, 내구성 등 부동산만이 가지고 있는 물리적, 경제적, 제도적 특성을 가지고 있다. 때문에 부동산은 정부정책의 영향을 많이 받는다. 한국 정부의 부동산 정책은 경기상황에 맞춰 투기억제를 목표로 하는 정책과 경기부양을 목표로 하는 정책을 반복적으로 시행하는 즉흥적 대응이 대부분이었다. 80,90년대의 개발을 위한 부동산정책을 시행할 당시 부동산 가격상승은 한국의 경제성장과 물가상승률을 고려하여 형성되어 왔다. 그 후 부동산가격의 상승은 한국 고유의 문화적 특성을 배경으로 한 자산형성 수단 즉, 투자수단으로서 인식되어 왔다. 선조치적 정책 추진이 미약하고 부동산 가격의 양극화 현상을 초래하였다. 한국의 부동산 정책은 일관되고 신뢰성 있는 정책을 수립하여야 하고 부동산 정책이 주거복지를 목표로 설정되고 차별화 전략을 수립하여 그 위상을 확립하여야 할 것이다. 본 논문에서는 부동산 정책과 관련된 선행연구를 살펴보고 최근 시행된 부동산 정책 중 11.3부동산대책을 토대로 문제점을 살펴보고 그 해결방안을 제시하고자 한다.

영문 초록

The real estate market has several characteristics different from the general goods market due to the characteristics of real estate. Real estate has physical, economic and institutional characteristics that only real estate such as position fixation and durability have. Because of that, real estate is often affected by government policy. In the real estate policy of the South Korean government, mostly improvised measures were repeatedly implemented according to the economic situation, policies aimed at suppressing speculation and policies aiming for economic levitation. Rise in real estate prices at the time of implementing real estate policy for development in the 80s and 1990s has been formed in consideration of Korea s economic growth and inflation rate. Later, the rise in real estate prices has been recognized as means of asset formation against the background of the cultural characteristics unique to Korea, that is, investment vehicles. Promotion of ancestral performance policies was weak, resulting in polarization phenomenon of real estate prices. The Korean real estate policy should consistently establish highly reliable policies, real estate policy should be set as a goal for housing welfare, formulate a differentiation strategy, and establish the phase. In this paper, looking at the preceding research on real estate policy, we will look at the problem based on 11.3 real estate measures in the recently implemented real estate policy and present a solution to that.
