국문 초록

본 논문은 제4차 건강가정기본계획의 구체적 내용을 정책 대상과 집행 관점에서 검토한 것이다. 정책대상 중아동 관점, 한부모가족 관점에서 정책 내용을 평가하고, 정책 집행과 관련하여 정부 부처 및 전달체계 관점에서 정책 내용을 평가하였다. 기본계획 평가 결과, 아동 관점에서 아동권리를 실현할 수 있는 구체적인 방안이 부족하다는 점, 한부모가족 관점에서는 1~3차 기본계획에 비해 한부모가족을 위한 정책이 확대된 점이 긍정적인 반면, 한부모가족을 취약가족으로 간주하고 있어 저소득 한부모가족에게만 지원이 제공된다는 점에서 한계가 있었다. 정책 집행 관점에서는 부처 간 협력, 전달체계 통합, 전문인력 등 정책을 실행할 구체적인 방안이 부족하고, 가족을 단위로 하는 가족정책 특성이 드러나지 않아 다른 사회정책과 차별화되지 않는 점이 한계점으로 지적되었다. 마지막으로 전달체계 관점에서 4차 기본계획을 시행하기 위해 지역 건강가정·다문화가족지원센터에서 고려해야 할 내용을 제안하였다.

영문 초록

This study examined the 4th National plan for healthy families from the standpoint of policy target and implementation. Policy content was carefully reviewed in consideration of children and single-parent families as policy targets and in terms of government departments and their delivery system as policy implementation. The evaluation of the plan showed a lack of concrete solutions for realizing children’s rights. It was positive that policy for single-parent families was expanded over the 3rd Plan, yet there were limitations that the single-parent families were defined as “vulnerable” and that the services were focused on low-income single-parent families. The policy implementation process needs to specify concrete plans for cooperation between departments, unification of delivery systems, and training of professional manpower. There was also a limitation in that the policy plan was not differentiated from other social policies as a family policy particularly targeting families. Finally, the study provides suggestions for Healthy Family and Multicultural Family Support Centers as a main delivery system of the 4th National plan for healthy families.
