국문 초록

본 연구는 도널드 J. 트럼프 대통령의 외교정책에서 발견되는 잭슨주의적 성격을 분석하고, 이를 통해 기존에 월터 러셀 미드가 제시한 미국의 외교정책전통-윌슨주의, 해밀턴주의, 제퍼슨주의, 잭슨주의로 이루어진-을 보완적으로 수정할 필요가 있음을 제시한다. 이는 외교정책전통을 더 학술적 가치가 있는 분석 도구로서 논리적 정합성과 분석적 효율성을 증진하기 위함이다. 이 수정된 분석기준은 외교정책전통의 본질을 구성하는 다음의 두 가지 핵심요소를 사용한다: 1. 미국을 국제정치에서 어떤 존재로 상정하는가, 2. 다른 국가행위자들과 국제사회를 미국의 국익과 관련하여 어떻게 간주해야 하는가. 이 수정된 기준을 통해 외교정책적 담론에 대한 미국인의 의식을 다채로운 기술과 역사적 서술에 머물렀던 기존의 미국 외교정책전통 분석은 최근 미국 행정부의 외교정책적 담론뿐 아니라 외교정책전통 자체의 본질도 더 심층적으로 분석하게 할 수 있게 된다는 것이 본 연구의 주장이다. 그리고 이러한 접근법으로 바라본 도널드 트럼프의 외교정책은 가장 국가중심(Nation-centric) - 현실주의적(realistic)인 잭슨주의 전통의 사례이며, 이는 수십 년간 미국의 외교정책전통을 지배해온 윌슨주의에 대한 저항의 결과물이라고 평가한다.

영문 초록

This study examines the Jacksonian tendencies of Donald Trump’s foreign policy, and suggests the need for a modification of Walter Russell Mead’s typology of US foreign policy traditions (Wilsonian, Hamiltonian, Jeffersonian, and Jacksonian). This change will enhance its logical coherence and secure its efficiency as an academic tool. The amended version utilizes two factors to define foreign policy traditions: its situation in international politics and arena (hegemony-nation centric) and the relation of other countries to the national interest (realistic-idealistic view). These changes turn a largely historical discourse and colorful description of US foreign policy outlooks into a method to analyze not just recent US administrations’ foreign policy agendas, but the nature of the foreign policy tradition itself. According to this approach and the resulting analysis, Trump represents the distillation of the nation-centric, realist, Jacksonian tradition, and it rose to power in revolt against the decades-long dominance of the hegemony-centric, idealist, Wilsonian tradition. This shift will not end even if Trump loses the presidency.
