국방과학기술정책의 정책결정요인 분석과 정책 편향성에 관한 연구

국문 초록

국방과학기술인력은 국방 분야에서 연구개발 활동을 수행하고 이를 운용하는 핵심적 인프라 혹은 자원이다. 인력의 역량 수준과 활용 정도가 국방과학기술의 수준을 결정하는 중요한 요소이며, 정책결정과정에 있어 정책의 주체이자대상으로서 중요한 의미를 가진다. 하지만 지금까지 국방과학기술정책은 연구개발(R&D)과 기술혁신 위주로 연구와 정책집행이 편중되어왔으며, 중요한 주체인 인력의 활용이나 역량개발과 같은 연구는 미비하였다. 이러한 문제 인식하에 국방과학기술정책의 방향을 결정하는 요인이 무엇이며, 이러한 정책결정요인이 국방과학기술인력에관한 논의에서는 어떻게 작용하였는가 본 논문에서 분석하고자 하였다. 그 결과, 구조적·인적·환경적 요인의 세 가지 정책결정요인을 도출하였으며, 각각의 요인은 물적 자원 중심, 특정 계층 중심, 공급자 중심으로 정책이결정되고 집행되는 정책적 편향성을 유발하였다. 따라서, 국방과학기술인력 양성계획 수립, 정책대상 범위의 확대, 국가 차원의 인적자원 활용과 같은 정책적 노력으로 정책결정요인의 한계를 극복하여국방과학기술인력을 효율적이고 효과적으로 활용할 필요가 있다.

영문 초록

Science and technology(S&T) is an important factor for realizing the high-tech military that Defense Reform 2.0 aims for. Therefore, the S&T personnel that operates and manages can be said to be a key policy subject and instrument in defense S&T policy. Therefore, it has important meaning as a subject and object of policy in the policy-making process. However, until now, defense S&T policy has focused on R&D and technological innovation, and studies such as the utilization of human resources and capacity development are insufficient. Recognizing these issues, what factors determine the direction of defense S&T policy, and how these policy-determining factors acted in the discussion about defense S&T personnel were analyzed in this paper. As a result, three policy-determinants were derived : structural factors, human factors, and environmental factors, and each factor induced a policy bias in which policies were determined and implemented based on material resources, specific groups, and suppliers. Therefore, it is necessary to overcome the limitations of policy determinants through policy efforts such as establishment of a defense S&T personnel training plan, expanding the scope of policy targets, and changing the perception to the dimension of ‘utilization of national human resources and efficiently and effectively utilizing defense S&T personnel.
