범죄예방 환경설계 가이드라인 적용을 통한 안심마을 조성에 관한 연구

국문 초록

늘어가는 강력범죄로 인한 안전확보 및 지역이미지 훼손의 방지를 위해 경찰과 행정 등 다양한 기관에서 범죄예방에 대한 관심이 급증하고 있다. 하지만, 한정된 경찰력 등으로 늘어가는 범죄 해소에 한계가 있음을 인식하게 되었다. 지속적으로 검토되던 범죄예방 환경설계(CPTED)는 이러한 문제점을 보완할 수 있는 효과적인 해결방안으로 각광받고 있다. 하지만, 범죄예방 환경설계 기반의 사업을 효율적으로 지원하는데 적용될 가이드라인은 모법이 없어 지자체 및 기관별로 마련하고 상황이다. 이러한 상황은 공통으로 적용하는 항목에서조차 기준이 다를 수 있어 지원의 효율성이 저하될 수 있다. 또한, 가이드라인으로 제시된 내용이 대부분 개요 중심으로 간략하게 기재되어 있어 범죄예방 환경설계 시 가이드 역할이 제대로 이루어지지 않고 있다. 본 연구의 목적은 첫째, 기개발된 각종 범죄예방 환경설계 가이드라인들의 현황파악 및 특성을 분석해 추후 개발되는 가이드라인의 행정적 효율성을 높이고자 한다. 둘째, 범죄예방 환경설계 가이드라인의 분석결과를 토대로 안심마을 조성사업에 가이드라인 기반의 솔루션을 적용해보고, 적용결과를 통해 올바르게 적용되었는지를 확인하는 안심마을 조성사업의 기본 체크리스트를 제안한다. 대전복합터미널이 위치한 동구 용전동 일대는 대전시의 범죄예방 환경설계 사업 대상지를 대상으로 범죄예방 가이드라인 기반하에 CPTED원리별 솔루션을 도출하여 적용한 사업계획안을 구상하였다. 가이드라인의 현황파악 및 특성분석을 위해 기개발된 범죄예방 환경설계 가이드라인 및 지침을 살펴본 결과, 2005년 경찰청에서 만든「범죄예방을 위한 설계지침」을 시작으로, 최근 중앙부처, 지자체, 학회, 각 시·도·군·구 등 많은 곳에서 이를 위한 연구와 지침들이 다양하게 나오고 있다. 하지만, 범죄예방 환경설계에 관련된 모법이 없는 상황이기 때문에 가이드라인에 의한 명확한 사업추진 절차 소개 등이 부재하고, 항목별 가이드라인과 기준이 다소 명확하지 않다. 이러한 문제점 하에서는 범죄예방을 목적으로 추진되는 사업의 효율성을 극대화하고, 효과적인 결과도출을 위해서는 우선 지역에 구분 없이 공통으로 적용 가능한 명확한 기준의 가이드라인을 중앙정부 차원에서 마련할 필요가 있다. 또한, 내용적 측면에서 효율성이 높고 명확한 기준의 가이드라인 마련을 위해서는 기개발된 범죄예방 환경설계 가이드라인들에서 나타나는 개요 중심의 간략한 제시가 아닌 명확한 근거와 기준을 중심으로 작성된 상세한 가이드라인이 제시되어야 한다.

영문 초록

To secure safety and prevent damage to the image of the region due to the increase in violent crime, interest in crime prevention is rapidly increasing in various agencies such as the police and the administration. However, it was recognized that there is a limit to solving the increasing crimes due to the limited police force. Crime prevention through environmental design(CPTED) which has been continuously considered is an effective solution to this problem. However, since there isn t a parent law to be applied to efficiently support CPTED based projects, the ordinances and guidelines established by local governments are being applied. In such a situation, the standards of commonly applied items may differ, which may reduce the effectiveness of support.Also, most of the contents presented as guidelines are briefly described based on the outline, so the role of the guide is not be properly fulfilled when designing the crime prevention environment. The purpose of this study is to improve the administrative efficiency of the guidelines developed in the future by analyzing the current status and characteristics of various crime prevention environment design(CPTED) guidelines. Second, based on the analysis results of the crime prevention environmental design(CPTED) guidelines, a guideline-based solution is applied to the safe village construction project, and a basic checklist for the safe village construction project to confirm whetherthe application result was applied correctly is proposed. The area of Yongjeon-dong, Dong-gu, where the Daejeon Complex Terminal is located, derived and applied a solution for each CPTED principle based on the crime prevention guidelines for the target site of the crime prevention environment design project in Daejeon City. Based on this, a business plan was devised. As a result of examining at the guidelines and guidelines for crime prevention environment design developed to understand the current status and characteristics of guidelines, various studies and education have recently been being introduced in many places such as the central government, local governments, academic societies, cities, counties, and districts. However, since there is no parent law related to the crime prevention environment design(CPTED), there is no clear introduction of project implementation procedure through guidelines. In addition, the guidelines and standards for each item are somewhat unclear. Under these problems, in order to maximize the efficiency of projects promoted for the purpose of crime prevention and to derive effective results, the central government first needs to come up with clear standards that can be applied in common regardless of region. In addition, in order to prepare a guideline with high efficiency and clear standards in terms of content, a detailed guideline should be presented based on clear evidence and standards rather than a brief presentation centered on the outline shown in the previously developed crime prevention environmental design(CPTED) guidelines.
