국문 초록

한반도는 남북한으로 분단되어 대결과 갈등을 지속하고 있다. 한반도는 북핵 문제와 남북관계, 코로나19로 촉발된 보건안보 위기, 기후변화 등 해결이 시급한 문제들이 산재해 있다. 본 연구는 한반도가 핵심 국가전략으로 다뤄야 할 ‘에너지 안보’ 이슈를 다루고 있다. 에너지 자원의 안정적 확보는 세계 8위의 에너지 소비국인 한국은 물론 만성적인 에너지 부족에 시달리는 북한에도 중요한 문제이다. 에너지는 경제 및 산업발전뿐 아니라 국가의 존립에 필수적인 요소이기 때문이다. 산업화 이후 세계 각국은 에너지 자원의 확보를 위해 치열한 경쟁을 벌이고 있다. 한국은 에너지 자원의 부존량과 생산량이 절대적으로 부족하므로 안정적인 에너지 수급 방안을 모색해야 한다. 현재 한국의 에너지 안보 위기를 촉발하는 핵심 요인은 수송로 위기와 에너지 공급원의 집중화 현상, 가격 변동성에 대한 취약성 등이다. 이 같은 문제를 해결하기 위해서는 석유와 천연가스 등 에너지 자원이 풍부한 러시아 극동지역에서 에너지 개발 협력사업을 추진하여 공급원을 다변화할 필요가 있다. 이를 위해서는 수송로를 제공하게 될 북한과의 협력이 필수적이다. 본 논문은 한국의 에너지 안보 역량을 높이기 위한 남북협력 방안을 모색하고자 한다.

영문 초록

After the Korean peninsula is divided into South and North Korea, and confrontation and conflict continued. The Korean Peninsula has a number of urgent problems such as the North Korean nuclear issue, inter-Korean relations, health security crisis triggered by COVID-19 and climate change. This study deals with the ‘energy security’ that the Korean Peninsula should address as a key national strategy. It is important to secure stable energy resource for both South Korea, the world’s eighth-largest energy consumer, and North Korea, which suffer from chronic energy shortages. This is because energy is an essential element for economic and industrial development, and furthermore, for national survival. After industrialization, countries around the world are competing fiercely to secure energy resources. Since South Korea is absolutely short of energy resources, it is necessary to find a way to secure energy stably. Currently, South Korea’s energy security is threatened by transport route crises, concentration of energy sources, and vulnerability to price fluctuations. To solve this problem, it is necessary to diversify the supply of energy by promoting cooperation in energy development centered on the Russian Far East, where oil and natural gas are abundant. For this, North Korea must cooperate in providing transportation route. This paper seeks to measure for inter-Korean cooperation to enhance South Korea’s energy security capabilites.
