기초지방자치단체의 교육투자가 학교재정 공평성에 미치는 영향

국문 초록

본 연구의 목적은 경기도 기초지방자치단체의 교육투자가 관할지역 내 초등학교 재정의 공평성에 미치는 영향을 실증적으로 분석하는 것이다. 이를 위해 도시지역, 도농복합지역, 농촌지역에 해당하는 지방자치단체 1곳씩을 선정하였다. 학교정보공시제도를 통해 공개된 71개 초등학교의 2017학년도부터 2019학년도의 학교회계 결산자료를 근거로 하였다. 재정 배분의 공평성은 지니계수 척도를 활용하였으며, 지니계수분해를 통해 기초지방자치단체 교육투자가 학교재정 공평성에 미치는 영향을 분석하였다. Alexander의 공평성 위계 논의를 바탕으로, 산술적으로 평등한 분배가 이루어지면 균등분배적 공평성을 충족한 것으로 판단하였다. 아울러 상대적으로 열악한 학교재정에 더 많은 투자가 이루어져, 학교재정 공평성이 개선된 경우 보상적 공평성을 달성한 것으로 판단한다. 분석결과로 첫째, 기초지방자치단체의 교육투자 배분의 공평성은 지역적 특성에 따라 차이가 있었다. 지역 내 지역규모와 학교규모가 비교적 균질한 경우 공평하게 분배되지만, 도농복합지역인 경우 균등분배적 공평성이 지켜지지 않았다. 둘째, 기초지방자치단체의 교육투자가 학교재정 공평성을 개선시키는 효과가 확인되었다. 3개년 교육비 합계에 대해서는 모든 지역에서 개선효과를 확인할 수 있었다. 특히 도농복합지역은 기초지방자치단체 이전수입 자체는 불공평하게 분배되었으나, 결과적으로 학교재정의 공평성은 개선시켰다. 전반적으로 보상적 공평성을 달성한다고 판단하였다. 분석결과를 바탕으로, 학교재정의 공평성을 제고하기 위하여 기초지방자치단체의 교육투자를 결정하는 지역교육행정 협의과정에서 활용할 보다 적극적인 배분 준거의 필요성을 제언하였다.

영문 초록

This study aims to analyze the effect of educational investment of basic local governments in Gyeonggi-do on the fairness of elementary school finances in the jurisdiction. To this end, one local government was selected for each urban area, urban and rural complex area, and rural area. The analysis was based on the school accounting settlement data for the 2017 to 2019 school years of 71 elementary schools, the Gini coefficient scale and the decomposition method was used. Based on Alexander s discussion of fairness hierarchy, it was judged that distributed equity was satisfied if the arithmetically equal distribution was achieved. Also, if more investment is made in relatively poor school finance, and school finance fairness is improved, it is judged that restitutive equity has been achieved. As a result of the analysis, first, the fairness of the distribution of educational investments of basic local governments differed according to regional characteristics. If the regional size and school size are relatively homogeneous in the region, they are distributed fairly, but in the case of urban and rural complex areas, distributed equity has not been maintained. Second, it was confirmed that the educational investment of the basic local government improved the fairness of school finances. For the total of the three-year education expenses, the improvement effect could be confirmed in all regions. In particular, in urban and rural complex areas, the income from transfer to basic local governments itself was unfairly distributed, but as a result, the fairness of school finances was improved. Overall, it was judged to achieve restitutive equity. Based on the analysis results, it was suggested the necessity of a more active distribution criterion to be used in the consultation process for regional education administration, which decides on educational investment by basic local governments to improve the fairness of school finances.
