노후 시설자산관리의 서비스 수준 의사결정 지원에 대한 고찰

국문 초록

기존 건설 분야의 시설물 관리는 주로 구조적인 안전 진단과 보수보강을 중심으로 이루어지며 대응적인 관리가 대부분을 차지한다. 특히, 자산관리 관점에서 보면 주로 재건축 위조로 타당성 평가가 이루어지기 때문에 상대적으로 노후도 관리를 위한 적정 서비스 수준과 범위 선정의 기준과 체계(유형화, 통합화)가 미비하다. 그러므로 피드백을 위해 지속적으로 기존의 유지관리 이력자료를 데이터화하여 유사 규모, 공종, 용도 별로 맞춤형 옵션설정과 대안비교를 용이하게 지원하는 가이드가 요구된다. 또한, 노후관리 서비스 조합별로 노후 시설자산 가치의 제고 수준과 기대효과 그리고 예방적 관리로 절감되는 비용 리스크를 추정하는 의사결정 절차의 보완이 필요하다. 따라서 본 연구는 기존 시설물 관리의 한계와 포트폴리오 관리기법의 속성을 참고하여 노후 시설물 유지관리 적정 서비스 지원체계 도입 필요성을 주장하고자 한다. 이를 위하여 노후자산의 옵션조합별 효과를 비교하는 노후자산 포트폴리오 관리기법의 사례를 살펴보고 적용 가능성을 검토하고자 한다. 나아가 포트폴리오 관리방법 도입에 따른 기존 건설공급시장의 변화와 가치창출과의 관계를 연계하여 고찰하고자 한다.

영문 초록

Current facility management in construction sector is mostly carried out, focusing on structural safety analysis and reinforcement/repair, in more responsive way. In particular, it is still lack of system and standards (classification and integration) for appropriate service level and work scope to manage varying degree of aging assets, mainly because its feasibility is conducted mainly for reconstruction projects. Therefore, it is required to provide a guidance to easily support for the comparison of available alternatives, as well as to set a customized alternative depending on size, work type, and usage, by continuously translating the existing maintenance records for correct feedback. Also, in combination of services for the management of aging assets, it is required to supplement decision-making procedure to estimate cost and risks that can be reduced by preventive management. Hence, this study proposes the need to adopt the application of service support system that is appropriate to the management of aging facilities, in reference to the characteristics of portfolio management and limited application of the existing facility management. For this, this study also reviews a possibility of applying case studies of portfolio management techniques, which compare the effect of different combination of aging asset alternatives. The application of portfolio management technique will be reviewed in terms of the value creation and the change in the existing construction supply market
