강력범죄피해자들의 범죄피해자 보호·지원 서비스의 만족도에 관한 연구

국문 초록

본 연구는 강력범죄피해자들의 범죄피해자 보호·지원 서비스의 만족도를 살펴보고자 하는 것이다. 현재까지 국내에서는 살인 및 강력범죄 피해자들을 대상으로 범죄피해 보호·지원 서비스의 만족도에 관한 연구는 많지 않다. 본 연구에서는 강력범죄 피해자들이 겪고 있는 충격을 다양한 측면에서 살펴보고 실제로 범죄피해자들이 원하는 욕구 및 수요를 파악해 보고자 강력범죄피해자들이 가장 먼저 접촉하는 경찰 단계에서의 범죄피해자 보호·지원 서비스의 만족도를 살펴보았다. 또한 2차 피해의 우려 등의 현실적인 문제에 부딪힐 수 있어 심층면담도 함께 실시하여 질적 분석도 포함하였다. 본 연구의 대상은 2013년 1월 ~ 2015년 6월까지 발생한 살인 등 범죄사건에 노출 된 강력 범죄 사건이 “피해자 및 유가족”으로 훈련된 상담사들이 재가 방문하여 2015년 7월 ~ 2015년 8월까지 강력범죄피해자 32명의 설문조사 및 심층면접을 통해 범죄피해자 보호·지원 서비스의 만족도를 살펴보고자 했다. 그에 따른 결과는 첫째, 형사사법절차 중 피해자 보호·지원에 가장 효과적인 기관이나 단계를 “경찰단계(40.6%)”라고 응답하고 있다. 둘째, 범죄피해사건과 관련하여 피해자에게 지원되는 서비스를 받은 경우는 유일하게“민간단체연계(56.3%)”에서 서비스를 받았다라고 나타나고 있다. 셋째, 피해자 지원서비스 중 가장 필요하다고 생각되는 서비스로 1순위는 “사건 및 수사관련 정보제공(34.4%)”, 2순위는 “법률자문 및 지원(31.3%)”, 3순위는 “피해회복·보호관련 장기상담”으로 나타나고 있다. 넷째, 피해자 지원서비스 중 가장 만족하는 서비스로는 1순위, 2순위, 3순의 모두 “없다”로 응답하고 있다. 다섯째, 경찰단계에서 피해자에 게 가장 긴급하게 지원해야 할 서비스로도 1순위는 “사건 및 수사관련 정보제공(46.9%)”, 2순위는 “법률자문 및 지원(31.3%)”, 3순위는 “재판 및 양형관련 정보제공(18.8%)”로 나타나고 있다. 여섯째, 장기적·지속적으로 지원 받아야 할 서비스로는 1순위는 “법률자문 및 지원(21.9%)”, 2순위는 “심리상담·치료 등 심리지원(21.9%)”, 3순위는 “피해회복·보호관련 장기상담(34.4%)”로 나타나고 있다. 일곱째, 경찰에서 더욱 효과적으로 제공해야 할 서비스로는 1순위는 “사건 및 수사관련 정보제공”, 2순위는 “법률자문 및 지원(19.8%)”, 3순위는 “민간단체연계(12.5%)”로 나타나고 있다. 여덟째, 경찰의 피해자 지원 서비스의 단계로는 “사건발생시 부터 재판종료 이후까지(75.0%)”의 응답이 가장 많았다. 아홉째, 피해자가 경찰이 제공하는 서비스만족도를 묻는 8가지 항목(편리성, 신속성, 전문성, 효과성, 태도, 공정성, 효율성, 사후관리)에서 모두 “전혀 그렇지 않다”라는 응답이 가장 많았다. 열 번째, 피해자 지원서비스에 대해 문제점이나 개선사항에서는 피해자 신변보호, 사건수사의 신속성, 법률지원, 경제적 지원 들을 언급하고 있다. 이와 같이 강력범죄피해자들의 범죄피해자 보호·지원 서비스의 만족도를 다양한 측면에서 살펴보고 실질적으로 피해자들이 원하는 욕구 및 수요가 무엇인지 파악해 볼 수 있었다.

영문 초록

The research also conducted in-depth interview involving quality analysis because of facing with practical problems such as concerns of secondary damage. The subject of the study was “victims and the bereaved families”of violent criminal case such as murders from January 2013 ~ June 2015 and the sampling process was that trained counselors visited their housing and investigated satisfaction of protection and support service for crime victims through questionnaire and depths interviews of 32 crime victims from July 2015 to August 2015. The results show following. First, most people responded “police stage(40.6%)” as the most effective institute or stage. Second, in the case of support service for crime victim, they only received the service from private organization(56.3%) third, the service that is considered to be the most needed among the victim support services was “Providing information related to incidents and investigation(34.4%)”, and the second was “Legal consultation and support(31.3%)” and the third was “Long-term counseling for recovery and protection.”Fourth, all responded “No”about the most satisfied service among victim support services. Fifth, the most urgent service to be provided to the victim at the police state was “Providing Information on Incidents and Investigations(46.9%)”, the second was “Legal Consultation and Support(31.3%).” The third was “providing information about trial and sentencing(18.8%).”Sixth, in the case of long-term and ongoing support services, the first was “Legal consultation and support(21.9%)”, and the second was “Psychological support such as psychological counseling and treatment(21.9%).” The third was “connection with private organization.”Eighth, in the victim support service of police stage, most people responded “from the start of incidents to end of trial(75%).” Ninth, most people responded “Never”in 8 items about the satisfaction of the service provided by the police(convenience, professionalism, effectiveness, attitude, fairness, efficiency, and follow-up). The tenth, they mentioned victim protection, immediacy of case investigation, legal assistance, and economic support about problems or improvements for victim support services. In this way, the study proposed to understand the satisfaction of protection and support service for victims of violent crime in various aspects and identify the practical needs and demands of them.
