HS호 유류오염사고 10년, 태안해안국립공원 복원을 위한 국비 예산 투입 현황 분석 및 고찰

국문 초록

2007년 12월 7일 07:06 충남 태안군 원북면 신도 남서방 6해리 해상에서 해상크레인 부선과 허베이 스피리트호(Hebei Spirit)가 충돌하는 사고가 발생하여 적재 중이던 원유 12,547 ㎘가 해상으로 유출되었다. 사고 직후인 12월 8일 태안해안국립공원사무소는 긴급대책반을 설치하고 직원 및 주민 합동 긴급 방제작업을 실시하였다. 2007년 12월 26일 국립공원공단은 오염지역 생태계조사를 위한 “환경부 산하기관 합동 생태계조사단”을 구성하고 활동에 들어갔다. 유류유출사고는 피해지역 수산물 수요 감소와 탐방객 감소 등으로 이어지며 지역경제는 침체되기 시작했다. 정부는 2008년 3월 「허베이 스피리트호 유류오염사고 피해주민의 지원 및 해양환경의 복원 등에 관한 특별법」을 제정하고 특별해양환경복원지역 지정·고시, 특별해양환경복원계획 수립·시행을 통해 해당 지역의 오염 현황 및 특성에 따른 생태계모니터링 및 환경복원계획을 수립할 수 있는 법적 근거를 마련하였다. 환경부와 국립공원공단은 태안지역의 침체된 지역경제 활성화를 위해 2009~2019년까지 주민지원사업으로 170억여원을 투입하였고, 자동차야영장 및 해변길 등 탐방기반시설 확충사업을 통해 2008~2019년 동안 270억여원을 투입하여 사고 이듬해인 2008년 탐방객수 23만여명 대비 2016년도에는 4.8배 증가한 110만여명의 탐방객이 방문함으로써 지역경제 활성화에 기여하였다. 유류오염사고에 따른 생태계 영향 장기모니터링 사업은 사고발생 직후부터 2019년까지 총 사업비는 70억여원이 투입되었고, 국립공원연구원 유류오염연구센터에서는 2009~2019년 동안 매년 6억여원의 예산으로 장기 모니터링사업을 수행하고 있으며, 연차별 보고서를 발간하고 있다. 긴급 방제작업으로 인한 임시도로 등 작업로 개설에 따른 공원 내 해안사구와 산림지역 2차 훼손지 복원사업에 투입된 예산은 12억여원으로 야생동식물 긴급구조 및 해양생태계 복원사업과 해안사구 및 산림지역 2차 훼손지 복원 등에 집중 투입되었다.

영문 초록

On December 7, 2007, 12,547 ㎘ of crude oil were spilled into the sea after a collision between a marine crane buoy and the Hebei Spirit in waters 6 nautical miles southwest of Sindo, Taean County, South Chungcheong Province. On December 8, immediately after the accident, the Taeanhaean National Park Office set up an emergency task force and conducted a joint emergency prevention work for employees and residents. On December 26, 2007, the Korea National Parks Service organized and began its activities as a “joint ecological survey team under the Ministry of Environment” for the ecological survey of contaminated areas. The oil spill has led to a decrease in demand for fisheries products in the affected areas and a decrease in visitors, prompting the local economy to begin to slump. In March 2008, the government enacted the 「Special Act on Support of Oil Pollution Victims of Hebei Spirit and Restoration of Marine Environment」 and provided a legal basis for establishing ecological monitoring and environmental restoration plans according to the current status and characteristics of the area through the designation and notification of special marine environment restoration areas and the establishment and implementation of special marine environment restoration plans. The Ministry of Environment and the National Park Service injected some 17 billion won into the community support project from 2009 to 2019, in order to revitalize the sluggish local economy in Taean, through the project to expand the base of exploration facilities, such as autocamping and Taean Haebyeongil, the government invested 27 billion won between 2008 and 2019, contributing to the revitalization of the local economy by visiting 1.1 million visitors in 2016, up 4.8-fold from 230,000 in 2008. The long-term monitoring project for the impact of the ecosystem from the oil pollution accident to the accident occurred immediately after the accident occurred, the National Park Institute s Oil Pollution Research Center conducts long-term monitoring projects with a budget of around 600 million won per year between 2009 and 2019, and publishes annual research reports.
